Notice of Availability for Public Comment
for Proposed Improvements at Vinton Veteran’s Memorial Airport; Vinton, Iowa

The City of Vinton intends to undertake the following proposed actions at Vinton Veteran’s Memorial Airport:

• Removal of wetland adjacent to Runway 9-27.
• Removal of other existing wetlands on airport property.
• Removal of trees on existing airport property and acquired property
• Land acquisition for removal of wetlands (14.9 acres in fee)
• Installation of deer fencing with raised bottom for turtle access, to mitigate wildlife hazards and wildlife strikes, but reduce the impacts to the Blanding’s Turtle.
• Parallel taxiway along Runway 9-27.
• Land acquisition in the 35’ BRL (12.0 acres in fee)

We are providing an opportunity for a public hearing. A public hearing will only be held if someone requests one. In the event a request for a public hearing is made by the specified date, a Notice of Public Hearing will be published in this same newspaper. If a hearing is held, we will address the proposed actions potential economic, social, and environmental impacts. In addition, we will address the project’s consistency with the goals and objectives of the affected area’s land use or planning strategy.

Those wishing to request a public hearing on the project must make their request by email or letter no later than April 20, 2022 to the address below.

Potentially affected environmental resources include: Air Quality; Biological Resources including threatened and endangered species; Farmlands; Hazardous Materials, Solid Waste, and Pollution Prevention; Historical Architectural, Archeological, and Cultural Resources; Land Use; Water Resources including wetlands, floodplains, surface waters, groundwater, and wild & scenic rivers.

The draft environmental assessment (EA) describing the proposed actions impacts will be available for public review until May 5, 2022. The draft EA may be viewed at Vinton City Hall, Vinton Public Library, and the City of Vinton’s website. A hard copy or CD of the EA may be mailed upon request. Those wishing to provide comments must do so by email or letter to the address below no later than May 5, 2022
