COUNCIL MEETING
DECEMBER 26, 2024
A regular meeting of the City Council of Vinton, Iowa was held on the 26th day of December 2024 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the agendas as presented. Question: Ayes – all. Motion carried.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the consent agenda as presented except for payment of the Century Link bill for the airport in the amount of $1,050.89 until further information is received. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of December 12, 18 & 19, 2024, receive & file Parks & Recreation meeting minutes of December 12, 2024, receive & file Library meeting minutes of November 13, 2024, approval of special class C retail native wine license for Red Cedar Wines LLC (pending dramshop review), approval of class E retail alcohol license for Guru Nanek Enterprises Inc, approval of tobacco permit for Guru Nanek Enterprises Inc and approval of City invoices.
Committee Reports
A work session was held prior to the Council meeting to discuss designated parking for 303 1st Avenue. The public safety committee is recommending the far east 3 parking spaces on the south side of the lot in the parking lot directly north of 303 1st Avenue be opened up for public parking.
Citizens Input
Katie & Josh Hopkins introduced themselves to the City Council. Hopkins would be the local point of contact for the After Dark proposal for the IBSSS campus that was presented to Council at a recent meeting.
Old Business
Motion by Pflughaupt, seconded by Elwick to approve change order #3 for the WWTP improvements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
New Business
Motion by Stark-Mahood, seconded by Pflughaupt to approve a resolution preliminarily approving sale of lots subject to terms and provisions of development agreement between City of Vinton and Vinton Braille School LLC and Hobart Historical Restoration PM, LLC. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the acceptance of CWSRF Bipartisan Infrastructure (BIL) General Supplemental Grant. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. The forgivable loan/grant is in the amount of $600,000.00 and will go towards the principal SRF funding.
Motion by Parmater, seconded by Elwick to approve a revised proposal of geotechnical evaluation by Braun Intertec for Water Treatment Plant. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Recker, seconded by Pflughaupt to approve a quote from Burke for new playground equipment. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. The new equipment is for BL Anderson park with installation planned for the spring. The existing equipment is 25+ years old.
Motion by Pflughaupt, seconded by Parmater to approve the website design and hosting contract with Iroc Web Design Services. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
The City Council will meet on Thursday, January 30, 2025 beginning at 5:00pm to begin working on the 2026 fiscal year budget.
Reports
Administrator Ward reported the water plant expansion project has been assigned to a state representative for SRF funding. The Street Department has completed tree removal for the year and now their focus will shift to tree trimming. Holiday with a Cop was a fabulous event again this year. The Parks & Recreation winter carnival event is tomorrow. Budget work within the departments has begun.
