COUNCIL MEETING
NOVEMBER 27, 2023
A regular meeting of the City Council of Vinton, Iowa was held on the 27th day of November 2023 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt (via Zoom), Stark.
Motion by Stark, seconded by Gates to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Gates, seconded by Parmater to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council meeting minutes of November 9, 2023, receive & file VPRD meeting minutes of September 14 & October 12, 2023 and approval of City invoices.

Motion by Stark, seconded by Gates to approve the first consideration of ordinance 1092 – an ordinance amending the code of ordinances of the City of Vinton related to signage. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.
Mayor Maynard opened the public hearing on the plans and specifications, proposed form of contract and estimate of cost for the construction of the wastewater treatment facility improvements, Vinton, Iowa. After no comments, Maynard closed the public hearing.
Emily Linebaugh, Engineer with Veenstra & Kimm reported on the wastewater treatment facility improvement bids that were received earlier in the month. The engineer estimate was $8.2 million with the apparent low bid coming in at $12.6 million. The four bids that were received were between $12.6 and $12.8 million. The current sewer plant was built with a minimum life of 20 years but is now 40+ years old. Council has 60 days to award the contract. The project is necessary to remain in compliance with the Iowa DNR. No action was taken.
Motion by Gates, seconded by Stark to approve a 28E agreement for school resource officer program between the Vinton Shellsburg Community School District and the City of Vinton. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.
Motion by Elwick, seconded by Parmater to approve the annual tax increment financial report. Question: Ayes – all. The Mayor declared the motion carried.
A petition to vacate an alley on West 6th Street has been received. Council referred the request to the Planning & Zoning Commission for consideration.
Reports
City Administrator Ward shared budget work will begin soon for the 2024-2025 fiscal year. Ward is working on a CDBG-DR grant application for housing in the community.
Engineer Nate Kass gave a report via Zoom on the status of the West 1st Street project. Council had some safety and plowing concerns for the upcoming winter.
Police Chief Paxton shared the newest officer will be graduating from the law enforcement academy on December 15.
With no other business before the Council, motion by Hessenius, second by Gates to adjourn. Approved unanimously. Time: 7:45pm
