COUNCIL MEETING
OCTOBER 26, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 26th day of October, 2023 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt; Stark was absent.

Mayor Maynard requested consent agenda item (e) be struck from the agenda. Motion by Gates, seconded by Parmater to approve the agenda as amended. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Hessenius, seconded by Pflughaupt to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council meeting minutes of October 11, 12 & 19, 2023, receive & file library meeting minutes of September 13, 2023, receive & file airport meeting minutes of October 18, 2023, approval of a Class E retail alcohol license for Vinton Liquor Tobacco & Vape and approval of City invoices.

Committee Reports
General Government met on October 19 to discuss signage in the right of way. The committee wished to contact the City Attorney for a draft of an amended ordinance. Public Works met on October 26 to hear requests from Roger Rouse regarding the alley abutting his property on C Avenue and Doug Martens regarding storm water drainage in the right of way on his property.

Citizens Input
Craig Streeter representing the American Legion apologized for his comments at the October 19 committee meeting. The American Legion was notified the signs were removed from the intersections.
Dakoda Sellers, 2108 W 4th Street, shared he was disappointed in tone and behavior of the committee meeting on October 19.

New Business
Motion by Gates, seconded by Pflughaupt to approve a resolution approving parcel C plat of survey of lot 1 and lot 2 of Anderson Creek Estates first addition to the City of Vinton, Iowa. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried. The Planning & Zoning Commission met and recommended approval as well.

Motion by Gates, seconded by Elwick to approve pay application #1 to National Sealant & Concrete LLC for rehabilitate runway 09/27 project. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried. The City of Vinton will be reimbursed by the FAA for 90% of the project costs.

Motion by Pflughaupt, seconded by Gates to approve the special event application for the holiday lighted parade on November 16, 2023. Question: Ayes – all. The Mayor declared the motion carried.

The Council received the 2023 bridge inspection report from Calhoun-Burns & Associates. The Thirteenth Street & Fourth Street bridges were both noted for repairs.

The Council received the Midco Diving & Marine Services report for the west Vinton water tower.

A public hearing will be held on Thursday, November 9, 2023 at 7:00 p.m. at Vinton City Hall, located at 110 W 3rd St. in Vinton, Iowa to discuss an application for CDBG Upper Story Housing funds from the Iowa Economic Development Authority. These funds will be used to create new housing for eligible low-to-moderate income renters in the community.

By email, the City Attorney provided a draft ordinance to provide for changes to the sign code. The draft was referred back to the general government committee so the City Attorney could attend a meeting to discuss and answer questions. No action was taken.

Reports
City Administrator Ward shared financial advisor Tionna Pooler plans to attend a work session on November 27 at 6pm to discuss water and sewer rates. Ward will attend a budget workshop on November 2. Tilford and school transportation staff are requesting two no parking zones along 13th Street. Ward has been contacted by a business owner about purchasing a small portion of City owned property that is not utilized by the City currently.

City Clerk Schwan shared the Trees Forever Community Visioning Committee is ready to make their final presentation to City Council. This is scheduled for November 9 at 6:15pm.

With no other business before council, motion by Gates, seconded by Hessenius to adjourn. Unanimously approved. Time: 7:25pm.
