COUNCIL MEETING
OCTOBER 24, 2024
A regular meeting of the City Council of Vinton, Iowa was held on the 24th day of October 2024 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the agenda as presented. Question: Ayes – all. Motion carried.
Motion by Pflughaupt, seconded by Hessenius to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council meeting minutes of October 10, 2024, receive & file Library meeting minutes of September 11, 2024, approval of class C retail alcohol license for Tequilero, approval of class C retail alcohol license for Mickey’s Bar and approval of City invoices.

Committee Reports
A work session was held prior to the Council meeting to discuss the request for use of City owned lots at 106 & 110 E 4th Street.

Old Business
Motion by Parmater, seconded by Recker to approve the third consideration of ordinance 1108 – an ordinance adding new subsections regarding stop signs. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. Five stop signs will be added in the area of J Avenue near the former Braille School campus.
Motion by Elwick, seconded by Parmater to adopt ordinance 1108. Question: Ayes – Elwick, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
Mayor Maynard opened the public hearing on the proposed sale of City owned real estate. Receiving no comments, Maynard closed the public hearing.
Motion by Stark-Mahood, seconded by Pflughaupt to approve a resolution approving the transfer/sale of City owned real property. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
Motion by Stark-Mahood, seconded by Parmater to approve a water & sewer refund for 1209 E 4th Street. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
New Business
Motion by Pflughaupt, seconded by Parmater to approve the first consideration of ordinance 1109 – an ordinance amending parking prohibited. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
Motion by Pflughaupt, seconded by Parmater to approve a resolution to approve disbursement of hotel/motel tax proceeds to Vinton Unlimited. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
Motion by Elwick, seconded by Hessenius to approve a request for modification to court judgement for 201 1st Avenue. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. The City Attorney will request a modification to the judgement to have the cars removed by January 1, 2025 and the south portion demolished by April 1, 2025. The council will revisit a deadline for final demolition in the spring.
Motion by Stark-Mahood, seconded by Parmater to approve a business improvement grant award for Vinton Early Learning Center. Question: Ayes – all. Motion carried.
Motion by Pflughaupt, seconded by Elwick to approve a sidewalk reimbursement for 1202 1st Avenue. Question: Ayes – all. Motion carried.
Members of the Cottage Garden Society presented an idea to the Council for hanging flower baskets on the light poles for summer 2025. The Society has worked with VPRD to work out a plan for upkeep all summer long. The funds for the flower baskets are being donated.
Reports
Administrator Ward reported the storm shelter has been winterized for the season. Street Department Superintendent Meyer reported the department is fully staffed. Leaf pickup has officially begun. Police Chief Paxton reported the department is fully staffed as well as Officer Ellis graduated from the Academy. Matt Boggess reported VPRD is hosting a weekend of Halloween activities. Melody Snow with Vinton Unlimited reported she is working on a website update and a new brochure. Holiday events and promotions will be beginning soon.
Good & Welfare
Happy Halloween, trick or treating is October 31 from 5 to 8pm. The Fall Craft & Bake Sale organized by VPRD is November 2 from 8am to 1pm at the Skate & Activity Center.
Motion by Pflughaupt, seconded by Elwick to enter into closed session as permitted by Iowa Code Section 21(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individuals’ reputation and that individual requests a closed session. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.
