REGULAR MEETING
AUGUST 24, 2023
A regular meeting of the City Council of Vinton, Iowa was held on the 24th day of August 2023 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt; Absent – Stark.
Motion by Gates, seconded by Elwick to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Gates, seconded by Pflughaupt to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council committee & regular meeting minutes of August 10, 2023, receive & file Library board meeting minutes of July 12, 2023 and approval of City invoices.
Communications, Petitions or Remonstrances
The City Council received a letter from Hobarts requesting a work session to discuss amendments to the development agreement.
Committee Reports
The public safety committee met prior to the council meeting. The committee is recommending the presented no parking zones and stop signs for the 2nd phase of Anderson Creek. The committee is also recommending no change to the parking zones along Riverview Drive at this time.
Citizens Input
Dakoda Sellers, 2108 West 4th Street, asked for an update on the project to install cameras in City Hall to record and publish the Council meetings.
Old Business
Mayor Maynard opened the public hearing regarding ordinance 1088 – an ordinance amending provisions pertaining to flood plain management. Administrator Ward shared that this is being done at the direction of the DNR and residents would be unable to purchase flood insurance without this update. With no other comments, Maynard closed the public hearing.
Motion by Pflughaupt, seconded by Gates to approve the second consideration of ordinance 1088 – an ordinance amending provisions pertaining to flood plain management. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried.
New Business
Motion by Elwick, seconded by Parmater to approve a resolution proposing disposal of an interest in real property by sale and notice of public hearing (512 W 6th Street). Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried. The auction and public hearing will be held at 7pm on September 14, 2023.
Motion by Pflughaupt, seconded by Gates to approve a resolution to adopt the record retention manual for Iowa cities as the City of Vinton’s record retention policy. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried.
Motion by Gates, seconded by Pflughaupt to approve a resolution to approve a contract with the local police bargaining unit of the teamsters. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried. The duration of this contract is through June 30, 2026.
Motion by Gates, seconded by Pflughaupt to approve a resolution directing the request be made of the County Board of Supervisors to abate accrued property taxes on City owned properties. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried. These are properties recently acquired by the City of Vinton.
Motion by Gates, seconded by Pflughaupt to approve a resolution amending salaries & compensation for the fiscal year 2023-2024. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried.
Motion by Pflughaupt, second by Elwick to approve the purchase of 2023 GMC Canyon for the Parks & Rec Department from Ervin Motors. After discussion, motion by Gates, seconded by Parmater to table the discussion. Question: Ayes – all. The Mayor declared the motion carried. The Parks & Rec Director was directed to gather additional bids.
Motion by Pflughaupt, seconded by Gates to approve the business improvement grant application for P&K Horst Properties. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Pflughaupt, seconded by Elwick to approve the disbursement request from Evergreen Cemetery. Question: Ayes – all. The Mayor declared the motion carried. This annual disbursement is included in the budget.
Mayor Maynard has heard concerns from several residents about fishing from the Highway 150 bridge. The Iowa DOT does not allow this. The DOT will provide signage if an ordinance is passed by the local communities stating such. Several council members questioned if this has actually been an issue in the past. Maynard would like an ordinance drafted for a vote at the next council meeting.
Matt Boggess shared a photo of a piece of metal that had fallen from the swimming pool slide. The condition of the slide continues to deteriorate and Boggess believes it needs to be taken down. Boggess is gathering quotes for consideration at the next council meeting.
Reports
City Administrator Ward reported he will be having a meeting with IEDA next week about a possible block grant opportunity for new housing in the community. The water tower work is beginning. The airport will be closed September 5 for up to a couple days for runway work.
Parks & Recreation Director Boggess reported the department will be closed August 28-September 1 for yearly maintenance and cleaning. The pool is closed for the year. New fitness equipment has arrived.
Mayor Maynard requested a work session be scheduled with Rich & Nancy Farmer regarding their request to subdivide their yard. Maynard also asked that the camera system for the Council chambers be installed prior to the next meeting if possible.
Motion by Gates, seconded by Pflughaupt to enter into closed session pursuant to Iowa Code Section 21.5(1)(c) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt. Motion carried.
Motion by Gates, seconded by Pflughaupt to exit closed session and return to open session per Iowa Code 21.5(3)
Motion by Pflughaupt, seconded by Gates to approve resolution 2023-08-23-08 approving terms of informal settlement resolution regarding IPIB complaint 22FC:0118. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Nay – Gates. Motion carried.
With no other business before council, motion by Gates, seconded by Pflughaupt to adjourn. Unanimously approved.
