REGULAR MEETING
MAY 25, 2023
A regular meeting of the City Council of Vinton, Iowa was held on the 25th day of May, 2023 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark.
Motion by Pflughaupt, seconded by Gates to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Stark, seconded by Parmater to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council work session & meeting minutes of May 11, 2023, receive & file Library meeting minutes of April 12, 2023, receive & file Airport meeting minutes of March 15 & May 17, 2023, approval of Special Class C Retail Alcohol License for McBride Mobile Taps LLC, approval of renewal of cigarette/tobacco permits for Dollar General & Ehlinger’s Express and approval of City invoices.
Communications, Petitions or Remonstrances
Council received a letter from residents near the Marv Lindsey complex regarding the dust.
Committee Reports
The General Government Committee met prior to the Council meeting to review proposed changes to the flood plain ordinance. A draft of the new ordinance will be presented to council at a future meeting.
The Trees Forever Visioning Process is progressing. A common theme from both the committee and the public input session is the condition of sidewalks in town. Council Membership Pflughaupt would like to discuss sidewalks at an upcoming meeting.
The Employee Handbook committee met and will have a final draft for council to consider at the next meeting.

Old Business
Mayor Maynard began the auction for the 305 E 5th Street property. The opening bid was $5,000. Superior Estates LLC was the high bidder at $31,000.00.
Mayor Maynard opened the public hearing on the disposal of real estate owned by the City of Vinton (305 E 5th Street). After no comments, Maynard closed the hearing.
Motion by Gates, seconded by Pflughaupt to approve a resolution directing the disposal of an interest in real property following a public hearing. Question: Ayes – all. The Mayor declared the motion carried.
Mayor Maynard began the auction for the 512 W 6th Street property. The opening bid was $5,000. Dakoda Sellers was the high bidder at $5,000.00
Mayor Maynard opened the public hearing on the disposal of real estate owned by the City of Vinton (512 W 6th Street). After no comments, Maynard closed the hearing.
Motion by Gates, seconded by Parmater to approve a resolution directing the disposal of an interest in real property following a public hearing. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Pflughaupt, seconded by Gates to approve a contract with JR Stelzer Co for East Water Tower Painting project. Question: Ayes – all. The Mayor declared the motion carried. The contract amount is $349,075.00 with the work to be fully complete by October 27, 2023.
Motion by Parmater, seconded by Elwick to approve a contract with Arends Excavating for B Avenue Sanitary Sewer Extension. Question: Ayes – all. The Mayor declared the motion carried. The contract amount is $70,240.04. The work is to be complete within 15 working days of the start date which is no later than June 19, 2023.
Motion by Gates, seconded by Pflughaupt to approve bid for dump body purchase and install from Truck Country. Question: Ayes – all. The Mayor declared the motion carried.
New Business
Motion by Gates, seconded by Pflughaupt to approve a resolution approving the creation and addition of a flexible spending account as an employee benefit. Question: Ayes – all. The Mayor declared the motion carried. The flexible spending account will be available to fulltime employees starting July 1, 2023.
Motion by Pflughaupt, seconded by Gates to approve a resolution to set a hearing and give notice on a proposed ordinance to amend the zoning district map. Question: Ayes – all. The Mayor declared the motion carried. The rezoning request for 903 B Avenue from R-1 Single Family Residential to B-1 Commercial will be June 8, 2023 at 7:00pm in City Hall.
Motion by Stark, seconded by Parmater to approve the street closure request for Vinton Farmer’s Market for summer 2023. Question: Ayes – all. The Mayor declared the motion carried. The market will be held in Celebration Park so East 2nd Street between 1st Avenue and A Avenue will be closed from 4:00-7:15pm on Thursdays starting June 1 and ending August 31.
Motion by Stark, seconded by Pflughaupt to approve the special event application for Boomtown, August 26, 2023. Question: Ayes – all. The Mayor declared the motion carried.
A public hearing will be held on Thursday, June 8, 2023 at 7:00pm in City Hall on the proposed contract documents and estimated cost for the East Street improvements.
A public hearing will be held on Tuesday, May 30, 2023 at Noon in City Hall on the FY23 budget amendment.
Reports
City Administrator Ward reported the RFQs for the BRIC grant are due next Friday.
Code Enforcer Hansen reported reimbursement has been received from the grant for the East School abatement costs. The owners of the Seed House have a court date set for a non-jury trail for July 12, 2023 for their unsafe building violations.
Parks & Recreation Assistant Director Wirth reported the Riverside playground rebuild is coming along with hopes of being complete next week. The pool opens Saturday and summer programming begins June 1.
City Clerk Schwan reported weekly calls have begun with S&J Sanitation to keep in touch regarding sanitation services for July 1.
