COUNCIL MEETING
MAY 12, 2022

The City Council of the City of Vinton, Iowa met in regular session on Thursday, May 12, 2022 at 7:00pm in Council Chambers of City Hall, 110 W 3rd Street with the following members in attendance:

Present: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark
Absent: None

Mayor Maynard administered the oath of office to Isacc Kelley, police officer.

Motion by Gates, second by Stark to approve the agenda as presented. Approved unanimously.

Motion by Stark, second by Gates to approve the consent agenda as presented. Approved unanimously. Items on the consent agenda are to receive & file Council meeting minutes of April 28, 2022, receive & file airport meeting minutes of April 27, 2022, receive & file VPRD board meeting minutes of April 14, 2022 and approval of City invoices.

Communications, Petitions & Remonstrances – None

Committee Reports
The Culture & Recreation committee met prior to the meeting to discuss food trucks operating in Vinton. The committee is recommending a separate ordinance be drafted to cover food truck operations. A draft will be shared with the food truck owners for input.

Old Business
Motion by Pflughaupt, second by Bearbower to approve the second consideration of Ordinance 1072 – an ordinance amending the code of ordinances of the City of Viton by designating a new revitalization area (Edwards Plumbing & Heating). Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

New Business
Motion by Stark, second by Gates to approve the first consideration of Ordinance 1073 – an ordinance amending the code of ordinances of the City of Vinton, Iowa by amending provisions pertaining to loading zones. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. This will shift the loading zone for Nature’s Corner one parking space to the south.

Motion by Pflughaupt, second by Gates to approve a resolution approving reimbursement to Vinton Braille School LLC from the Iowa Vacant Building Rehabilitation Fund Forgivable Loan Award. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. This is the last reimbursement of the loan award.

Motion by Stark, second by Bearbower to approve a resolution approving reimbursement to Vinton Braille School LLC from the Iowa Vacant Building Demolition Fund Grant Award. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. This is the last reimbursement of the grant award.

Motion by Gates, second by Stark to approve the resolution authorizing the signing of check and submission of ACH files to Cedar Valley Bank. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Stark, second by Elwick to approve the quote for Enduro Robotic Cleaner for the swimming pool in the amount of $10,145.25 plus shipping. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. This is a replacement for the current machine.

Motion by Pflughaupt, second by Hessenius to approve a change order for the Vinton Environmental Assessment in the amount of $21,000. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The change order expands the scope of work to include the area around the WWTP, K Avenue and an expansion of the area around 6th Street.

Motion by Stark, second by Gates to approve a quote from Stanley Roofing for the Street Department shop roof repair. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Stark, second by Gates to approve the quote from Seiler Geospatial for GIS mapping equipment. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The equipment will be shared by all departments to map utilities and store as part of the new billing software.

Motion by Stark, second by Pflughaupt to approve amending the Vinton City Code of Ordinance 92.09 (Rates for Water Service) for a solitary user. The City Attorney is not recommending lowering the current water rates for a solitary user. Various future funding from state and federal agencies would also be jeopardized by not having uniform water rates. John Mossman, who spoke on behalf of the Vinton Country Club disagreed with the recommendations. After discussion, Stark withdrew her motion. The item died for lack of a motion. City staff will visit with the City Attorney for additional information.

Motion by Gates, second by Pflughaupt to approve the merchant processing agreement with Heartland for the Vinton Veterans Memorial Airport. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The current merchant processor is unavailable so fuel isn’t able to be pumped and paid for by credit card.

Mayor Maynard opened the public hearing to designate an urban revitalization area (407 N K Avenue). After no comments, Maynard closed the hearing.

Motion by Elwick, second by Pflughaupt to move forward with a development agreement for proposed development of Remington Seed building and surrounding area. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. Mr. Jason Cox, property owner asked Council to consider building the road and installing utility infrastructure for the development of that property. Cox is not willing to fund or guarantee the project. Cox believes this is the last developable ground for business and industry within City limits. There has been interest already. Council would like to see a cost proposal from Nate Kass for the development of E Avenue and the side street. City staff will continue to research cost and report back at the next council meeting.

A public hearing will be held May 26, 2022 at 7:00pm in City Hall for the FY22 budget amendment.

Reports
City Administrator Ward reported he is meeting with Hobart’s tomorrow regarding TIF. A meeting was held last week with department heads for review of the proposed plat of green space on the IBSSS campus. The close out of the airport runway project was held today. One panel was cracked.

Having missed the time for citizens input, Misty Meister made a plea for saving the IBSSS steam plant. Mayor Maynard reiterated the court order from the trail on May 11, 2022.

Water/Sewer Superintendent Walker reported the digester is cleaned out. The water department staff are completing some classes for certifications.

Parks & Recreation Director Boggess reported the preconstruction meeting for the BL Anderson Park project will be May 13 with the project expected to start in the next week or so. The pool is full and ready to open at the end of the month. Many new trees have been planted.
