COUNCIL MEETING
MAY 9, 2024

A regular meeting of the City Council of Vinton, Iowa was held on the 9th day of May 2024 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard opened the meeting by administering the oath of office to Wesley Recker, Council Member 4th ward. Following the oath of office, Maynard called the meeting to order and with roll being called, the following members were present: Elwick, Hessenius, Parmater, Pflughaupt, Recker. Stark was absent.

Motion by Pflughaupt, seconded by Parmater to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Pflughaupt, seconded by Hessenius to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council meeting minutes of April 25 & 30, 2024 and approval of City invoices.

Citizens Input
Angie Kerkman addressed Council regarding the property at 305 E 5th Street that she is purchasing from the City. According to the agreement signed at the time of public auction, the buyer was to complete all work within 12 months before the City would sign over the deed. Kerkman is asking for a 3 month extension.

Matt Wilden, 2115 W 4th Street addressed Council regarding the expectation to put in a complete sidewalk at his new property. Wilden feels the sidewalk section to the West of his driveway isn’t necessary at this time.

Mark Vogt with Pollution Control Systems addressed Council regarding the equipment invoice for Budd’s Lift Station. Vogt asked Council to consider retaining $1,500 (startup costs) of the equipment invoice rather than $4,732 (10% of the total).

Motion by Pflughaupt, seconded by Hessenius to approve the first consideration of ordinance 1100 – an ordinance amending provisions pertaining to snow removal. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Recker, seconded by Pflughaupt to approve a resolution authorizing submission of application for Iowa Department of Transportation airport funding and certifying eligibility requirements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Elwick, seconded by Parmater to approve pay estimate #3 to Woodruff Construction for WWTP improvements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Recker, seconded by Pflughaupt to approve pay estimate #6 to Rathje Construction for West 1st Street Reconstruction. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Pflughaupt, seconded by Parmater to approve a quote from HitTrax for Baseball Simulator for Rec Center. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Pflughaupt, seconded by Parmater to approve the East 2nd Street sanitary sewer repair quote from Ken-Way Trucking. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Pflughaupt, seconded by Parmater approve the East 2nd Street sanitary sewer repair quote from Municipal Pipe Tool. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.

Motion by Parmater, seconded by Elwick to approve the special events application for Party in the Park. Question: Ayes – all. Motion carried. Party in the Park will be held June 27-29, 2024.

Motion by Parmater, seconded by Recker to approve the special events application for Vinton Farmers Market. Question: Ayes – all. Motion carried. Farmers Market will begin in June and run through the end of September. The event will be held in Celebration Park.

Motion by Parmater, seconded by Pflughaupt to approve fireworks display for Party in the Park on June 28, June 29 and June 30 (raindate) by the Bar Y Pryos. Question: Ayes – all. Motion carried.

Motion by Recker, seconded by Parmater to approve the fireworks display for Boomtown on August 23 & 24, 2024 by the Iowa Pyrotechnic Association. Question: Ayes – all. Motion carried.

Reports
City Administrator Ward reported Veenstra & Kimm would like to meet with Council prior to the next meeting to present on the BRIC project. The Live Healthy Iowa Track Meet was well attended and a special thanks to all of the volunteers for making it happen. Work to investigate well #5 continues after some settling was noticed.
