COUNCIL MEETING
APRIL 11, 2024
A regular meeting of the City Council of Vinton, Iowa, was held on the 11th day of April, 2024, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Parmater, Elwick, Hessenius, Gates, Pflughaupt, Stark. Absent: None.
The Pledge of Allegiance was recited.
Motion by Gates, second by Pflughaupt to approve the agenda. Question: Ayes – All. The Mayor declared the motion carried.
Motion by Gates, second by Pflughaupt to approve the consent agenda. Question: Ayes – All. The Mayor declared the motion carried. Items on the consent agenda are to receive and file the Council meeting minutes of March 28, 2024 and approve invoices in the amount of $143,887.36
Two letters were received and filed by the City Council.
Mayor Maynard reported on the City Council work session with the Vinton Municipal Electric Utility Board that took place prior to the City Council meeting.
There was no citizens input received by the City Council.
Mayor Maynard opened the public hearing on a proposal to enter into a Sewer Revenue Loan and Disbursement Agreement. City Administrator Ward explained that there was over $300,000.00 in savings to the City of Vinton since the first estimates were calculated by the State of Iowa.
Mayor Maynard then closed the public hearing on a proposal to enter into a Sewer Revenue Loan and Disbursement Agreement.
Motion by Gates, second by Elwick to pass a resolution authorizing and approving a loan and disbursement agreement and providing for the issuance and securing payment of $14,227,000 Sewer Revenue Bonds, Series 2024. Question: Ayes – Gates, Elwick, Hessenius, Pflughaupt, Parmater, Stark. Nays – None. The Mayor declared the motion carried and declared the resolution passed and approved.
Motion by Stark, second by Hessenius approving a resolution directing publication of notice of the City Council’s intent to fill the fourth ward council position to be vacated by the resignation of Councilperson gates effective May 1, 2024 by appointment and directing the City Clerk to publish notice of said intent, consistent with Iowa Code section 362.3. Question: Ayes – Gates, Elwick, Hessenius, Pflughaupt, Parmater, Stark. Nays – None. The Mayor declared the motion carried and declared the resolution passed and approved.
Motion by Gates, second by Stark to pass a pay estimate number two to Woodruff Construction for the Waste Water Treatment Plant improvements in the amount of $15,808.00. Question: Ayes – Gates, Elwick, Hessenius, Pflughaupt, Parmater, Stark. Nays – None. The Mayor declared the motion carried and declared the change order passed and approved.
Motion by Pflughaupt, second by Parmater to pass addendum number one to the professional services contract for the rehabilitate runway 09/27 project at the Vinton Veterans Memorial Airport in the amount of $5,730.00. Question: Ayes – Gates, Elwick, Hessenius, Pflughaupt, Parmater, Stark. Nays – None. The Mayor declared the motion carried and declared the addendum passed and approved.
Motion by Pflughaupt, second by Parmater to approve a special event application for Party in Pink 5K. Question: Ayes – All. The Mayor declared the motion carried.
Administrator Ward reported that code enforcement officer Blake Hansen will be in attendance at the next meeting to give a report. The draft report of the BRIC grant has arrived from Veenstra and Kimm. The Teamsters has contacted the City Administrator and Lynch Dallas to discuss the upcoming year’s budget for the Police Department.
Good & Welfare: City Administrator Ward was celebrating his 28th wedding anniversary on April 12.
