COUNCIL MEETING
MARCH 28, 2024

A regular meeting of the City Council of Vinton, Iowa was held on the 28th day of March 2024 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt and Stark.

Motion by Gates, seconded by Pflughaupt to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Gates, seconded by Pflughaupt to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council meeting minutes of March 14, 2024, receive & file VPRD meeting minutes of March 14, 2024, receive & file Airport meeting minutes of February 21 & March 20, 2024, receive & file Library meeting minutes of February 14, 2024 and approval of City invoices.

Communications, Petitions or Remonstrances
Bethany Gates submitted her resignation as 4th ward council member effective May 1, 2024.

Committee Reports
The employee handbook committee has met and has a few requests for changes to take effect July 1, 2024. The drafts will be shared with council after review from the attorney.

The rental code committee has developed an inspection checklist. The next step is to draft an ordinance.

Old Business
Motion by Gates, seconded by Stark to approve the third consideration of ordinance 1099 – an ordinance amending provisions pertaining to solid waste collection and rates. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt and Stark.

Motion by Elwick, seconded by Gates to adopt the above stated ordinance. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt and Stark. Motion carried.

New Business
Motion by Gates, seconded by Elwick to approve a resolution to fix a date for a public hearing on proposal to enter into a Sewer Revenue Loan and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed $14,298,000. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt and Stark. Motion carried. The public hearing will be held Thursday, April 11 at 7pm.
Motion by Gates, seconded by Pflughaupt to approve a resolution to authorize the purchase of real estate (414 A Avenue). Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt; Abstain – Stark. Motion carried.
Motion by Pflughaupt, seconded by Gates to approve a resolution to declare certain city property as surplus property. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt and Stark. Motion carried. This was correcting the year on the John Deere mower previously declared as surplus. The mower will be relisted on GovDeals.

Motion by Stark, seconded by Gates to approve the agreement for bridge inspections with Calhoun-Burns and Associates. Question: Ayes – all. Motion carried.

Motion by Pflughaupt, seconded by Gates to approve the business improvement grant award to Ann Fry Gordon. Question: Ayes – Gates, Hessenius, Parmater, Pflughaupt, Stark; Abstain – Elwick. Motion carried.

Motion by Gates, seconded by Pflughaupt to approve the special events application for Benton County Pride on June 15, 2024. Question: Ayes – all. Motion carried.

Motion by Gates, seconded by Parmater to approve a sidewalk reimbursement application for 607 D Avenue. Question: Ayes – all. Motion carried.

Motion by Parmater, seconded by Elwick to approve a sidewalk reimbursement application for 1206 B Avenue. Question: Ayes – all. Motion carried.

The public hearing for the FY25 budget adoption will be Thursday, April 25 at 7:00pm in City Hall Council Chambers.

The City Attorney & City Administrator had a conference call with US Cellular regarding their request for a water tower lease amendment. The Mayor would like the City Attorney to attend the next meeting to discuss.

Reports
The City Clerk reported work is scheduled to begin on West 1st on April 1, pending weather. The lift station project on Scenic Drive is at a standstill until the easement work is finished with the neighboring property owners. Summer registration for Park & Recreation programming begins in April.

With no other business before council, motion by Gates, seconded by Pflughaupt to adjourn. Unanimously approved. Time: 7:10pm.
