REGULAR COUNCIL MEETING
MARCH 23, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 23rd day of March, 2023 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark.

Motion by Pflughaupt, seconded by Gates to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council meeting minutes of March 9, 2023, approval of library board meeting minutes of January 18 and February 8, 2023, approval of class C retail alcohol license for American Legion and approval of City invoices.

Committee Reports
A work session was held prior to the council meeting regarding the sale of 305 E 5th Street and the empty lot on West 6th Street. The City will have full ownership of the lots in early April.

Citizens Input
Matt Wilden, 2107 W 4th Street feels precedent has been set with the development of the prior homes on West 4th Street and is requesting council reconsider options for sewer hookup for his new home.

Old Business
Motion by Stark, seconded by Pflughaupt to approve the second consideration of Ordinance 1080 – an ordinance adding a new subsection regarding no parking zones. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried. This will eliminate parking on the sewer plant road near Marv Lindsey baseball complex.

Motion by Hessenius, seconded by Stark to approve the special events application for Bright Lights on 4th for 2023. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

BJ and Jim Hobart were present to request permission to sell lots #35 and #36 of the Mary Ingalls Subdivision. Council was concerned if the transactions were in violation of the developers agreement. Hobart’s assured the agreement was being followed. A resolution will be prepared for the consideration the next council meeting.

New Business
Motion by Pflughaupt, seconded by Gates to approve the first consideration of Ordinance 1081 – an ordinance amending the official zoning district map of the City (Berry). Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Pflughaupt, seconded by Hessenius to approve the first consideration of Ordinance 1082 – an ordinance adding provisions pertaining to the installation of expansion tanks and combination temperature and pressure relief valves. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve a resolution to set a hearing and give notice on a proposed ordinance to amend the zoning district map. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried. The hearing will be held April 27, 2023 at 7:00pm in City Hall.

Motion by Elwick, seconded by Parmater to approve a resolution Accepting Dedication of Public Improvements and all easements described within the Resolution for Dedication all as set forth and or located within the Final Plat of Anderson Creek Estates Second Addition in the City of Vinton, Iowa. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Pflughaupt, seconded by Hessenius to approve a bid from Tharp Design for LED sign display and awning recover at the Skate & Activity Center. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

The public hearing to approve the FY24 budget is scheduled for Thursday, April 13 at 7:00pm in City Hall.

The public hearing on proposed contract documents and estimated costs for improvement of the East Water Tower Painting Project is scheduled for Thursday, April 27 at 7:00pm in City Hall.

Reports
City Administrator Ward reported he will be attending the Iowa Municipal Manager’s Institute next week.

Parks & Recreation Director Boggess reported the new pickleball courts are on schedule to be resurfaced this spring. Summer planning is going well. Staff will be attending a conference next week.

Mayor Maynard asked the Public Works Committee to schedule a meeting to discuss Mr. Wilden’s request for West 4th Street made under public comment.

Good & Welfare
The Fire Department Fish Fry is Friday evening beginning at 4:00pm. BINGO is Sunday – the last one of the season. The lots in the second phase of Anderson Creek should be available soon.

With no other business before the Council, motion by Hessenius, second by Pflughaupt to adjourn. Approved unanimously.
