REGULAR MEETING
MARCH 10, 2022

The City Council of the City of Vinton, Iowa met in regular session on Thursday, March 10 , 2022 at 7:00pm in Council Chambers of City Hall, 110 W 3rd Street with the following members in attendance:

Present: Bearbower, Elwick, Gates, Pflughaupt, Stark
Absent: Hessenius

Motion by Gates, second by Elwick to approve the agenda as presented. Approved unanimously.

Motion by Gates, second by Stark to approve the consent agenda as presented. Approved unanimously. Items on the consent agenda are to receive & file Council meeting minutes of February 24, 2022, receive & file Airport meeting minutes of February 16, 2022, receive & file Parks & Recreation meeting minutes of February 10, 2022 and approval of city invoices.

Committee Reports

A public works committee meeting was held prior to the council meeting to discuss water booster station options presented by Nate Kass, engineer with Fehr Graham. The committee is recommending the delay of installation of booster pumps to when a new water treatment plant is built.

Old Business

Administrator Ward presented an agreement drafted by City Attorney Doug Herman for the Vinton Community Foundation and Vinton Unlimited. This is at the recommendation of the State Auditor’s office as those organizations receive City funds. Ward will forward onto the respective groups for signing.

New Business

Motion by Pflughaupt, second by Elwick to approve a resolution to approve reimbursement to Vinton Braille School LLC from the Iowa Vacant Building Rehabilitation Fund Forgivable Loan Award. Approved by the following votes: Bearbower, Elwick, Gates, Pflughaupt, Stark.

Motion by Stark, second by Pflughaupt to approve a resolution to approve reimbursement to Vinton Braille School LLC from the Iowa Vacant Building Demolition Fund Grant Award. Approved by the following votes: Bearbower, Elwick, Gates, Pflughaupt, Stark.

Motion by Stark, second by Pflughaupt to approve a resolution approving transfer of funds to the Vinton Public Library. Approved by the following votes: Bearbower, Elwick, Gates, Pflughaupt, Stark.

Motion by Bearbower, second by Gates to approve a resolution to waive the building permit fee for tornado affected properties. Approved by the following votes: Bearbower, Elwick, Gates, Pflughaupt, Stark. Affected properties are still required to file a building permit with the City.

Motion by Elwick, second by Gates to approve an agreement with Calhoun-Burns & Associates for bridge inspections. Approved by the following votes: Bearbower, Elwick, Gates, Pflughaupt, Stark. The bridge on East Thirteenth Street is in such condition that the Iowa Department of Transportation requires annual inspection.

Motion by Stark, second by Gates to approve the use of the City owned green space along West 3rd Street to be used by Teresa Fowler for an upcoming family wedding. Approved unanimously.

Nate Kass, engineer with Fehr Graham presented a letter to Council with his summary and recommendation for addressing the field entrances on the west side of 25th Avenue Drive that were impacted by the glow trail. Council directed Ward to forward the letter onto Shive Hattery, the project engineer.

A public hearing is rescheduled for Thursday, March 24, 2022 at 7:00 PM in the Council Chambers at Vinton City Hall, 110 West Third Street, Vinton, Iowa on the proposed Anderson Park Courts project.

Reports

City Administrator Ward reported Planning & Zoning will meet next week. Ward will be out of the office next week attending the Iowa Municipal Manager’s Institute. Anthony Bopp at 405 E 12th Street contacted Ward about the safety of a traffic intersection near his home. Maynard asked the public safety committee to meet to discuss the concern.

Water/Wastewater Superintendent Walker reported the 2nd gearbox has arrived and work will begin next week. The DNR is requiring the City conduct an audit of service lines to the homes by October 2024 as possible federal funding may be available to help replace lead lines.

City Clerk Schwan reported the new HVAC units have arrived for City Hall. Interviews are scheduled for the billing clerk position.
