REGULAR COUNCIL MEETING
FEBRUARY 9, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 9th day of February, 2023 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Hessenius, seconded by Pflughaupt to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include to receive & file Council meeting minutes of January 26, 2023, approval of Class B retail alcohol license for Dollar General #3819, approval of Class E retail alcohol license for Hy-Vee Dollar Fresh and approval of City invoices.

Communications, Petitions or Remonstrances – None

Committee Reports
General Government met to begin the process of introducing a rental code ordinance. A meeting will be held on April 13, 2023 at 6pm to gather interest of individuals to serve on an advisory committee through this process. Landlords among others will be invited to the April meeting.

A work session was held with North Benton Ambulance prior to the council meeting to discuss the financial impacts of a possible merger with the City. The Mayor is going to request to be on the agenda for the next VGH board meeting.

The committee for the public safety building met and directed the architect to draft bid plans.

New Business
Motion by Pflughaupt, seconded by Stark to approve a resolution obligating funds from the urban renewal tax revenue fund for appropriation to the payment of annual appropriation tax increment financed obligations which shall come due in the current fiscal year. Question: Ayes – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. This is the first TIF payment for Anderson Creek Subdivision.

Motion by Stark, seconded by Hessenius to approve a resolution setting a date for the special election to fill the 3rd ward council seat for the remaining balance of the unexpiring term of November 7, 2023. Question: Ayes – None; Nays – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion failed.

Motion by Pflughaupt, seconded by Gates to approve the intention to appoint the 3rd ward council seat. Question: Ayes – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. Applications will be available until February 24, 2023 at 4:00pm. Council will conduct interviews the week of February 27, 2023.

Motion by Stark, seconded by Pflughaupt to approve a resolution approving the selection of a sanitation vendor to begin services July 1, 2023. Question: Ayes – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. A meeting will be scheduled with S&J Sanitation to talk about cart sizes and frequency of pickup.

Motion by Gates, seconded by Elwick to approve the acceptance of subaward agreement between Iowa Dept of Homeland Security and Emergency Management and the City of Vinton. Question: Ayes – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Hessenius, seconded by Elwick to approve a business improvement grant for Pourville Art Studio & Gallery. Approved unanimously.

Motion by Pflughaupt, seconded by Gates to send the petition for rezoning 1111 West 1st Street to the Planning and Zoning Commission for a recommendation. Approved unanimously.

Motion by Hessenius, seconded by Gates to appoint Mike Timmermans and Dean Luze to the Planning & Zoning Commission for a term ending December 31, 2027. Approved unanimously.

Reports
City Administrator Ward reported a work session is being requested to discuss additional parking options at the Marv Lindsey baseball complex.

Police Chief Paxton reported a fulltime officer position is vacant within the department.

Parks & Recreation Director Boggess reported Shive Hattery is expected to have a design for a remodeled Recreation Center by the end of March. Kiwanis Park & BL Anderson have been damaged with ash tree removal.

With no other business before the Council, motion by Pflughaupt, second by Hessenius to adjourn. Approved unanimously. Time: 7:45pm.
