COUNCIL MEETING
JANUARY 23, 2025

A regular meeting of the City Council of Vinton, Iowa was held on the 23rd day of January 2025 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood.

Motion by Pflughaupt, seconded by Stark-Mahood to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Pflughaupt, seconded by Parmater to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of January 9, 2025, receive & file Parks and Recreation meeting minutes of January 9, 2025, receive & file Library meeting minutes of December 11, 2024, receive & file Airport Commission meeting minutes of December 18, 2024, approval of class C retail alcohol license for Vinton Country Club, approval of special class C retail alcohol license for M&M Taphouse LLC, approval of class B retail alcohol license for Dollar General and approval of City invoices.

Committee Reports
A work session was held prior to the Council meeting to discuss the City-owned lots on 4th Street.

New Business
Motion by Stark-Mahood, seconded by Parmater to approve a resolution obligating funds from the urban renewal tax revenue fund for appropriation to the payment of annual appropriation tax increment financed obligations which shall come due in the current fiscal year. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. This resolution authorizes the first TIF payment of the calendar year for Anderson Creek.

Motion by Recker, seconded by Parmater to approve pay estimate #11 to Woodruff Construction for WWTP improvements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. The project is 33% complete as of the end of December 2024.

Motion by Stark-Mahood, seconded by Pflughaupt to approve the quote for blower repair for the WWTP from Morse Equipment. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried

Motion by Pflughaupt, seconded by Elwick to approve a professional services contract with Bolton & Menk for AWOS replacement at Vinton Veterans Memorial Airport. The City will be responsible for 5% of this project, including engineering fees.

Motion by Pflughaupt, seconded by Parmater to approve the reappointment of Andrew Elwick as Council Representative to Vinton Unlimited. Question: Ayes – all. Motion carried.

Motion by Parmater to approve the reappointment of Andrew Elwick to Building & Housing Board of Appeals for a term ending December 2028. Question: Ayes – all. Motion carried.

Reports
Administrator Ward shared he received notification of a grant award for replacement of the West 4th Street bridge. The grant would fund 100% of the project. Council directed Ward to respond to the DOT indicating our interest in participating in the grant. Mayor Maynard & WWTP Superintendent Walker shared an update on the sewer plant expansion project. Melody Snow, VU Director shared a new VU website is expected soon. A second FY26 budget work session is scheduled for Monday, February 17 beginning at 5pm.
