REGULAR MEETING
FEBRUARY 24, 2022
The City Council of the City of Vinton, Iowa met in regular session on Thursday, February 24, 2022 at 7:00pm in the Council Chambers of City Hall, 110 W 3rd Street with the following members in attendance:
Present: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark
Absent: None
Mayor Pro Tem called the meeting to order. City Administrator Ward requested amending the agenda for council review of the final plat for the Mary Ingalls Subdivision rather than the preliminary plat. Motion by Gates, second by Pflughaupt to approve the agenda as amended. Approved unanimously.
Motion by Gates, second by Bearbower to approve the consent agenda. Approved unanimously. Items on the consent agenda are to receive & file Council meeting minutes of February 10, 2022 and approval of City invoices.
Communications, Petitions & Remonstrances – A resident has been concerned with the late trash/recycling pickup from J&R Sanitation. Another resident is supportive of J&R Sanitation services and weekly recycling.
Committee Reports
The business type activity committee met prior to the council meeting. They are recommending the airport board come up with a recommendation for Mr. Welchel’s hanger lease. They are also recommending to the council that the City not sell water to the golf course for less than cost.
The general government committee met prior to the council meeting also to discuss a schedule of fines for civil citations. They are recommending to move forward with the proposal presented by the Building Inspector.
Citizens Input – Teresa Fowler, 507 W 3rd Street, addressed the council with the request to use the City-owned vacant land along West 3rd Street for a wedding reception. Council took no action but will discuss at a future meeting.

New Business
Motion by Pflughaupt, second by Gates to approve the plans and specifications for Anderson Park Courts project. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. VPRD has received some substantial donations for the project. The completion date of the project would be set for the middle of July.
A public hearing will be held Thursday, March 24, 2022 at 7:00 PM in the Council Chambers at Vinton City Hall, 110 West Third Street, Vinton, Iowa on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the Anderson Park Courts Project.
Scott Meyer, Street Superintendent shared a current priority list for street replacement projects. West 1st Street from K Avenue to R Avenue and West 4th Street from C Avenue to K Avenue are currently on the top of the list. Ward mentioned possible funding sources and cost sharing opportunities for both projects. Council took no action.
Motion by Hessenius, second by Gates to send the final plat for the Mary Ingalls Subdivision on to the Planning & Zoning Commission for review. Approved unanimously.
Motion by Hessenius, second by Pflughaupt for the appointment of Charlie Garwood, Fire Chief, to the Emergency Management Commission. Approved unanimously.
A public hearing will be held Thursday, March 24, 2022 at 7:00 PM in the Council Chambers at Vinton City Hall, 110 West Third Street, Vinton, Iowa on the proposed budget for FY23.
Reports
City Administrator Ward shared expenditures from the Gilchrist Fund must be approved and authorized in writing by the Trustee of the Trust. Ward will speak will Parks & Recreation Director Boggess and Mark Mossman.
Street Superintendent Meyer reported tree trimming is about complete. He will be gathering bids in the near future for stump removal and planting.
Police Chief Paxton reported two officers will be attending the academy soon. Paxton has applied for a retainment grant for the current officers.
Fire Chief Charlie Garwood invited everyone to the annual fish fry on March 25. There will also be a family picture fundraiser later this spring.
Parks & Recreation Director Boggess reported two popular events are this weekend – Daddy Daughter Dance and BINGO. Various food trucks will be at Farmers Market this summer.
Mayor Pro Tem Stark thanks the Boy Scout troop for their attendance at the meeting.
With no other business before the Council, motion by Hessenius, second by Gates to adjourn. Approved unanimously.
