REGULAR COUNCIL MEETING
APRIL 22, 2021

A regular meeting of the City Council of Vinton, Iowa, was held on the 22nd day of April, 2020, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. The meeting was also held electronically using ZOOM Cloud hosted at the Vinton City Hall. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Edwards, Elwick, Hessenius, Gates, Parr, and Stark Absent: None.

The Pledge of Allegiance was recited.

The Mayor Maynard administered the Oath of Office to Blake Hansen, Chris Bickel, Darin Humiston, Darien Smothers, and Kris Stephenson

Mayor Maynard amended the agenda. Motion by Stark, second by Parr to approve the amended agenda. Question: Ayes – All. The Mayor declared the motion carried.

Motion by Stark, second by Hessenius to approve the consent agenda. Question: Ayes – All. The Mayor declared the motion carried. Items on the consent agenda are to receive and file the Council meeting minutes of April 8, 2021 (5:30 P.M.) meeting, April 8, 2021 (7:00 P.M.) meeting and April 19, 2021, receive and file the April 14, 2020 Vinton Public Library Board meeting minutes and approve invoices in the amount of $201,499.70.

The City received a thank you letter from Tressa Walton of Wilson Hite Insurance for the opportunity to participate in the Request for Proposal to be the agent of record for the City of Vinton.

Mr. Craig Streeter of 1513 I Avenue addressed the City Council. Mr. Streeter had a request for the City of Vinton to assist in installing a new sanitary sewer main along I Avenue. It was the consensus of the City Council to have Waste Water Superintendent Walker to look into this issue and report back to the City Council for the next meeting.

Mr. Tim Kindl addressed the City Council about what his brother was doing about the Old Steam Plant. The owner is waiting on a report from a structural engineer that is scheduled for April 30, 2021. The City Council would like to have the report from the structural engineer and Mr. Matt Kindl the actual owner at the May 13, 2021 City Council meeting.

Motion by Elwick, second by Gates to approve the official vehicle policy for employees of the City of Vinton. Question: – Edwards, Elwick, Hessenius, Gates, Parr, Stark. Nays – None. The Mayor declared the motion carried.

Mr. Nate Kass of Fehr-Graham gave a report on the survey cost estimate for the 61st Street Project. It was the consensus of the City Council to go with the lower cost quote from Shive-Hattery and have the City Administrator inform the Benton County Board of Supervisors of the direction the City Council was heading.

Motion by Edwards, second by Elwick to approve an ordinance amending water rates: Question – Edwards, Elwick, Hessenius, Gates, Parr, Stark Nays – None. The Mayor declared the motion carried and that first reading of the ordinance has been passed.

Motion by Hessenius, second by Stark to approve an ordinance amending provisions pertaining to the City Attorney Ordinance and compensation. Question: – Edwards, Elwick, Hessenius, Gates, Parr, Stark. Nays – None. The Mayor declared the motion carried and that first reading of the ordinance has been passed.

Motion by Stark, second by Hessenius to approve an ordinance changing the official zoning map from M-1 Restricted Industrial to R-3 Multi Family Residential for the Neve property. Question: – Edwards, Elwick, Hessenius, Gates, Parr, Stark. Nays – None. The Mayor declared the motion carried and that first reading of the ordinance has been passed.

Motion by Elwick, second by Gates to approve and ordinance changing the official zoning map from A-1 Agricultural to R-3 Multi Family Residential for the second phase of the Anderson Creek Subdivision. Question: – Edwards, Elwick, Hessenius, Gates, Parr, Stark. Nays – None. The Mayor declared the motion carried and that first reading of the ordinance has been passed.

Motion by Stark, second by Elwick to approve and amendment to the solid waste ordinance defining a deliverable address. Question: Parr, Stark, Hessenius, Elwick, Edwards, Gates. Nays- None. The Mayor declared the motion carried and that first reading of the ordinance has been passed.

Motion by Stark, second by Hessenius to accept conveyance of real estate from Johnathan R Clingman and Julie Jo Clingman, husband and wife. Question: – Edwards, Elwick, Hessenius, Gates, Stark. Nays – Parr. The Mayor declared the resolution passed.

Motion by Stark, second by Edwards to establish a mailbox replacement policy due to snow and ice removal damage Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the resolution passed.

Motion by Elwick, second by Gates to approve a resolution issuance and use of credit cards for official City purchases. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. The Mayor declared the resolution passed.

Motion by Gates, second by Hessenius to approve a resolution approving payment of change order number six from the Flechner Trust. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the resolution passed.

Motion by Stark, second by Gates to approve a resolution confirming compensation for the City Hall Building Custodian. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the resolution passed.

Motion by Parr, second by Elwick to approve a resolution purchasing a batwing mower for the Vinton Airport. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the resolution passed.

Motion by Hessenius, second by Edwards to approve a resolution for a plat of survey for the Haefner property. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the resolution passed.

Motion by Elwick, second by Edward to approve a business improvement grant in the amount of $1,000.00 for Total New Balance located at 217 West Fourth Street. Question: – Edwards, Elwick, Hessenius, Gates, Stark, Parr. Nays – None. The Mayor declared the motion passed.

Motion by Parr, second by Elwick to approve a business improvement grant in the amount of $1,000.00 for Wilson Hite Insurance located at 301 C Avenue. The Mayor declared the motion passed.

Motion by Parr, second by Gates to approve the Vinton Special Events Application. Question: Elwick, Parr, Gates, Stark, Hessenius, Edwards. Nays – None. The Mayor declared the motion passed.

At 8:15 P.M. City Councilmember Gates left the meeting.

Motion by Edwards, second by Elwick to approve the request for street closures for Party in the Park which is to be held from June 17, 2021 to June 19, 2021. Question: – Edwards, Elwick, Hessenius, Stark, Parr. Nays – None. The Mayor declared the motion passed.

Motion by Parr, second by Edwards to approve a firework display for Party in the Park by the Bar Y Pyros for June 18, 2021 and June 19, 2021. Question – Parr, Hessenius, Stark, Edwards, Elwick. Nays – None

Motion by Edwards, second by Stark to approve a street closure request for the Party in Pink 5k of June 18, 2021. Question – Elwick, Stark, Parr, Edwards, Hessenius.

The City Council discussed extending the solid waste contract. It was the consensus of the City Council that City Staff would ask City Attorney Fischer about this particular issue.

Police Chief Paxton reported that there was on police officer that was stepping down and the department was advertising the open position. Parks and Recreations Director Boggess announced there was a playground build on Saturday April 24, 2021. The Recreation Coordinator position was being advertised. Water/Wastewater Superintendent Walker has been hauling sludge from the wastewater treatment plant and the department was also flushing fire hydrants. Street Superintendent Meyer has been working on repairing intersections. Code Enforcement Officer Hansen has been very busy during his first week in the position. Mr. Hansen was working on the footing inspections as well as property nuisances.

Mayor Maynard reported that the glow trail was still glowing and also informed the public that the Vinton Shellsburg High School Prom will be happening on Saturday May 1, 2021.
