REGULAR COUNCIL MEETING
DECEMBER 23, 2020
A regular meeting of the City Council of Vinton, Iowa was held on the 23rd day of December, 2020 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Due to COVID-19 virus, the meeting was also held electronically using Zoom which was hosted at 110 W 3rd Street. Mayor Pro Tem Stark presided with roll being called the following Council Members were present and absent: Present: Edwards, Elwick, Hessenius, Parr and Stark. Absent: Hesson.
The Pledge of Allegiance was recited.
Motion by Hessenius, second by Elwick to approve the agenda as presented. Question: Ayes – All. Motion carried.
Motion by Elwick, second by Edwards to approve the consent agenda as presented. Question: Ayes – All. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of December 10, 2020, receive & file library meeting minutes of December 9, 2020 and to approve invoices.
City Administrator Ward continues to work with Attorney Sueppel regarding the former IBSSS steam plant. Attorney Sueppel recommends the City not put up a fence on the property. If constructed, the City would become legally responsible for everything that occurs on the property. Administrator Ward will work on contacting the new owner of the property to notify them of the actions they need to take to clean up the property.
Motion by Hessenius, second by Edwards to approve the first consideration of an ordinance to amend Chapter 155, Building Code and Building House Board of Appeals adopting the 2021 International Building Code. Question: Ayes – All. Motion carried. This would update the city’s ordinance from the 2006 International Building Code.
Motion by Elwick, second by Hessenius to approve pay app #2 to Baker Enterprises for the South Trail improvements in the amount $98,679.91. Question: Ayes – All. Motion carried.
Motion by Edwards, second by Elwick to approve pay app #3 to Baker Enterprises for the South Trail improvements in the amount of $128,507.17. Question: Ayes – All. Motion carried.
Motion by Edwards, second by Hessenius to approve invoices to Shive Hattery for the South Trail improvements in the amounts of $11,260.17 and $3,570.08. Question: Ayes – All. Motion carried.
Motion by Elwick, second by Hessenius to approve an invoice to Shive Hattery for the Community Wellness Center Project in the amount of $717.52. Question: Ayes – All. Motion carried. The Vinton Shellsburg CSD will pay the remaining $7,500 of the invoice. Park & Recreation Director Boggess will share survey results at a future City Council meeting.
Motion by Hessenius, second by Edwards to approve pay estimate #5 to Boomerang for the splash pad project in the amount of $9,120.00 Question: Ayes – All. Motion carried.
Motion by Edwards, second by Hessenius to select Clapsaddle-Garber Associates, Inc (CGA) as the engineer for the Veteran’s Memorial Airport. Question: Ayes – All. Motion carried. CGA was the only engineering firm that responded. The FAA is waiting for the City’s selection so we can continue with previous and future grant projects.
Motion by Hessenius, second by Edwards to approve the sidewalk reimbursement for 1107 W 3rd Street. Question: Ayes – All. Motion carried.
City Administrator Ward received a letter from Hobart Historic Restoration asking the City Council to consider passing through the AmeriCorps rent one additional time due to the delay in the novation process. Ward was approached about Vinton becoming a food hub for distribution to area schools for locally grown produce. This would be made possible with several grants. There would be no cost to the City.
City Clerk Schwan shared materials for the roof replacement have arrived. One of the furnaces in City Hall had quit working and is already beyond its typical lifespan. Council may need to consider replacement in the future. The Electric Utility is considering a software switch in 2021 to be able to handle electric and telecommunication on the same billing platform. Staff has begun reviewing options with various vendors.
