REGULAR COUNCIL MEETING
AUGUST 27, 2020
 A regular meeting of the City Council of Vinton, Iowa, was held on the 27th day of August, 2020, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Due to the COVID-19 virus the meeting was also held electronically using ZOOM Cloud hosted at 110 W 3rd Street. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Elwick, Hessenius, Hesson, Parr, Stark, Edwards.
 The Pledge of Allegiance was recited.
Motion by Hesson, second by Stark to approve the agenda. Question: Ayes – All. The Mayor declared the motion carried.
Motion by Stark, second by Elwick to approve the consent agenda. Question: Ayes – All. The Mayor declared the motion carried. Items on the consent agenda are to receive and file the Council meeting minutes of August 13, approve invoices in the amount of $208,311.36, receive and file the Library Board meeting minutes of August 12, receive and file the Vinton Airport meeting minutes of August 19, approve the renewal of a class C liquor license for Ron-Da-Voo
Motion by Stark, second by Hessenius to pass an ORDINANCE TO AMENF ESTABLISHED TRAFFIC CONTROL DEVICES PURSUANT TO THE CITY OF VINTON CODE OF ORDINANCES. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration. This resolution places no parking signs in the Anderson Creek Estates First Addition.
Motion by Elwick, second by Hessenius to pass an ORDINANCE TO AMEND ESTABLISHED TRAFFIC CONTROL DEVICES PURSUANT TO THE CITY OF VINTON CODE OF ORDINANCES. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration. This resolution places stop and yield signs in the Anderson Creek Estates First Addition.
Motion by Hesson, second by Hessenius to pass a RESOLUTION AWARDING A CONTRACT TO BOOMERANG, INC FOR THE VINTON STREET IMPROVEMENTS PROJECT, VINTON, IOWA. Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor Pro Tempore declared the motion carried and declared RESOLUTION 08-27-01 passed and approved.Â
Motion by Stark, second by Hessenius to pass a RESOLUTION TO APPORVE ACCEPTING CONVAYANCE OF CETAIN REAL PROPERTY FROM THE IOWA BOARD OF REGENTS AND FROM THE STATE OF IOWA Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark, Edwards. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 08-27-02 passed and approved.
Motion by Hesson, second by Stark to pass a RESOLUTION TO ACCEPT THE NOVATION OF THE AMERICORP NCCC LEASE FROM THE STATE OF IOWA. Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 08-27-03 passed and approved.
A public hearing for the sale of certain real property scheduled for September 28th at 7:00 pm. Â
Motion by Stark, second by Hessenius to approve pay estimate #1 to Shive-Hattery for the South walking trail. The cost is $7,906.10 Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
Motion by Parr, second by Hessenius to approve a sidewalk reimbursement for 215 E. Eighth Street. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.Â
Motion by Stark, second by Hessenius to approve an amendment to the job description for the building inspector. Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
The Council discussed the application for tax abatement for the Benton County Land Title Company. The City Council did not take any action on the application. A previous grant utilized Tax Increment Financing funds and the utilization of Tax Abatement was not possible for this property.
City Administrator Ward updated the City Council on the Iowa Braille and Sight Saving School steam plant. At this time Attorney William Sueppel is working with the courts on a contempt charge against the property owners.
City Administrator Ward updated the City Council about the application of an alley vacation located between H and I avenues. City Attorney Fischer will be working on this when he returns.
Motion by Hesson, second by Stark to approve an inter-occupancy agreement with the Vinton Braille School LLC. Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
A public hearing for a development agreement between the City of Vinton and the Vinton Braille School LLC scheduled for September 28th at 7:00 pm.
Motion by Parr, second by Elwick to approve a request from the property owner to plant prairie grass on the lot adjacent to 1315 Fourteenth Avenue. Question: Ayes – Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.  Â
Motion by Hesson, second by Hessenius to approve a sidewalk reimbursement for 1014 A Avenue Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
Motion by Elwick, second by Parr to approve a sidewalk reimbursement for 1107 A Avenue. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
Motion by Stark, second by Parr to approve reimbursement of American with Disabilities Act ramps sidewalk ramps located at 102 Blue Jay Avenue Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.Â
Motion by Stark, second by Hesson to approve the closing of streets for BoomFest which will be held on Saturday August 29. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
Council discussed the request for grass located at 2009 C Avenue for hay. The City Council would like for a contract to be worked out with farmers who make request such as this and then brought back to the City Council for approval.
Administrator Ward reported that the city of Vinton is now registered with the Iowa Department of Homeland Security and the Federal Emergency Management Agency for the Federal Disaster that was declared from the derecho that occurred on August 17th. Also, City Clerk interviews would be started next week.Â
Water/Wastewater Superintendent Walker reported that the sludge press showed up and will be starting operation soon.
Parks and Recreations Director Boggess reported that the pool held up well this season.
Police Chief Paxton reported that a new solar powered speed sign is up and operational on the south side of C avenue.
Good & Welfare:Â The ceremony for the sale of the Iowa Braille and Sight Saving School to the City of Vinton was very nice and well attended.Â
