COUNCIL MEETING
FEBRUARY 27, 2025
A regular meeting of the City Council of Vinton, Iowa was held on the 27th day of February 2025 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood.
Motion by Parmater, seconded by Stark-Mahood to approve the agenda as presented. Question: Ayes – all. Motion carried.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of February 13, 17 & 24, 2025, receive & file Library meeting minutes of January 8, 2025, receive & file Airport meeting minutes of February 18, 2025, approval of class E retail alcohol license for Hy-Vee Dollar Fresh and approval of City invoices.

New Business
Motion by Pflughaupt, seconded by Parmater to approve a resolution to declare certain City property as surplus property. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. The air compressors will be listed on GovDeals.
Motion by Recker, seconded by Elwick to approve a Request for Proposal for Fundraising Consulting Services for Community Recreation Center Project. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Recker, seconded by Parmater to approve a Request for Proposal for Construction of a New Wellness and Recreation Center Project. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
A public hearing for the proposed Property Tax Levy Hearing for FY26 is set for Thursday, March 27, 2025 at 6:30pm in City Hall. The proposed property tax levy for FY26 is $15.686, a change from $15.685 from the current fiscal year 2025.
A public hearing on the plans and specifications, proposed form of contract and estimate of cost for the construction of Budd’s Lift Station Improvements is set for Thursday, March 27, 2025 at 7:00pm in City Hall.
Reports
Administrator Ward shared he will be gone for the last meeting in March. The police department attended a career fair at Hawkeye Community College. Matt Boggess thanked the Council for their support on the Rec Center project. Hiring and planning for summer programming is in full swing.
Good & Welfare
Condolences to the family of Faith Ann Brown, a long-time staple at City Council meetings. Her presence has been missed. Congratulations to VS wrestling and bowling teams.
Motion by Parmater, seconded by Elwick to enter into closed session as permitted by Iowa Code Section 21(1)(c) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. Time: 7:20pm.
Motion by Hessenius, seconded by Parmater to return to open session. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. Time: 8:30pm.
Motion by Stark-Mahood, seconded by Pflughaupt to direct the City Attorney to proceed as directed in closed session. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
With no other business before the Council, motion by Pflughaupt, seconded by Parmater to adjourn the meeting. Question: Ayes – all. Motion carried. Time: 8:30pm.
