COUNCIL MEETING
NOVEMBER 25, 2024
A regular meeting of the City Council of Vinton, Iowa was held on the 25th day of November 2024 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker; Stark-Mahood was absent.
Motion by Hessenius, seconded by Parmater to approve the agenda with new business item 9c (discussion of shared wall at 112 E 4th Street) removed. Question: Ayes – all. Motion carried.
Motion by Pflughaupt, seconded by Parmater to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of November 14, 2024, receive & file Vinton Public Library meeting minutes of October 9, 2024, receive & file Vinton Airport Commission meeting minutes of November 13, 2024 and receive & file the FY24 Street Finance Report and approval of City invoices.
Communications, Petitions or Remonstrances
The City Council received an email from Tyler Henkle regarding the speed limit on 25th Avenue.
Committee Reports
A work session was held prior to the Council meeting to begin preliminary work on the budget for fiscal year 2026.

Old Business
Motion by Pflughaupt, seconded by Parmater to approve the third consideration of ordinance 1109 – an ordinance amending parking prohibited. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried.
Motion by Elwick, seconded by Parmater to adopt the above stated ordinance. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried. The ordinance takes effect upon publication.
New Business
Motion by Pflughaupt, seconded by Elwick to approve a proposal for professional design services for East 3rd Street Sanitary Sewer Improvements from Fehr Graham. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker. Motion carried. A new sanitary sewer main will be installed to replace a shared service that is undersized and recently collapsed. Work is expected to begin the spring.
Motion by Pflughaupt, seconded by Recker to approve a business improvement grant for Geiger Properties. Question: Ayes – Elwick, Hessenius, Pflughaupt, Recker; Abstain – Parmater. Motion carried.
Motion by Parmater, seconded by Pflughaupt to approve the mayoral appointment of AJ Wygle, Renee Stein, Ryan Pearlman to Vinton Parks & Recreation board for terms beginning January 1, 2024 and ending December 2028. Question: Ayes – all. Motion carried.
Reports
Ward will be attending the board of supervisors meeting tomorrow to discuss the speed limit on 25th Avenue surrounding the glow trail. The police department continues to collect donations for Holiday with a Cop. The sanitary sewer on 3rd Street has been repaired with a temporary fix until the permanent replacement work can begin the spring.
