COUNCIL MEETING
NOVEMBER 14, 2024
A regular meeting of the City Council of Vinton, Iowa was held on the 14th day of November 2024 in City Hall Council Chambers. Mayor Maynard presided with the following Council members present: Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood.
Motion by Parmater, seconded by Pflughaupt to approve the agenda as presented. Question: Ayes – all. Motion carried.
Motion by Pflughaupt, seconded by Parmater to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda are to receive & file Council meeting minutes of October 24, 2024, receive & file Airport meeting minutes of October 23, 2024 and approval of City invoices.
Communications, Petitions or Remonstrances – None
Committee Reports
The public safety committee met prior to the meeting to discuss golf cart regulations and the speed limit on 2nd Avenue as you exit town near Anderson Creek. The committee is recommending no change to the golf cart regulations. The committee is also directing the City Administrator to visit with the Benton County Supervisors about reducing the speed limit on the gravel road.
Citizens Input
Ronnie Dooley, owner of OSPHPRC, Inc, joined via Zoom to share his interest in ownership of the former Braille School campus. Dooley focuses on historical preservation while generating income from after dark tours, historical tours, movie/video/music location rentals.
Old Business
Motion by Pflughaupt, seconded by Elwick to approve the second consideration of ordinance 1109 – an ordinance amending parking prohibited. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
New Business
Motion by Parmater, seconded by Pflughaupt to approve pay estimate #9 to Woodruff Construction for WWTP improvements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Parmater, seconded by Pflughaupt to approve the street light pole banner quote from Tharp Design. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. Four variations of the banners will be created so they can be rotated out seasonally.
Motion by Pflughaupt, seconded by Elwick to approve a spray foam quote from Weather Technicians of Iowa for the WWTP cold storage building. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Pflughaupt, seconded by Parmater to approve the annual urban renewal report for FY2023-2024. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Pflughaupt, seconded by Parmater to approve the annual tax increment financing report. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried.
Motion by Stark-Mahood, seconded by Pflughaupt to approve the placement of hanging baskets/flowers as requested by the Vinton Cottage Garden Society. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker and Stark-Mahood. Motion carried. The Garden Society, in conjunction with the Parks & Recreation Department will be hanging flower baskets on street light poles in summer 2025.
Reports
City Staff will be attending the League of Cities budget workshop in preparation for the FY26 budget work. The street department is continuing leaf pickup and tree removal. The police department will be hosting Holiday with a Cop again this December, donations are welcome. Police staff are working on accreditation of the department. The Parks & Recreation fall craft sale was well attended. Winter programming is beginning.
With no other business before the Council, motion by Pflughaupt, seconded by Parmater to adjourn. Unanimously approved. Time: 8:00pm
