COUNCIL MEETING
JUNE 13, 2024

A regular meeting of the City Council of Vinton, Iowa was held on the 13th day of June 2024 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood.

Motion by Pflughaupt, seconded by Parmater to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Stark-Mahood, seconded by Hessenius to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council meeting minutes of May 23, 2024, approval of class B retail alcohol license for Kwik Star #1076, approval of class B retail alcohol license for Family Dollar #33149, approval of special class C retail alcohol license for McBride Mobile Taps (6/28/24, 07/12/24, 07/19/24), approval of special class C retail native wine license for The Niche (pending dramshop review), approval of renewal of cigarette/tobacco permits for Kwik Star, Dollar General, Vinton Liquor Tobacco & Vape, Family Dollar Store and approval of City invoices.

Communications, Petitions or Remonstrances – John Fischer provided a written request to the Council for consideration of a partial lien release resulting from a court judgement.

Committee Reports – The public safety committee met May 28th to discuss Horst’s request for designated parking spaces near his business. The committee does not have a recommendation at this time.

Old Business
Motion by Parmater, seconded by Recker to approve the third consideration of ordinance 1100 – an ordinance amending provisions pertaining to snow removal. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

Motion by Elwick, seconded by Parmater to adopt the above stated ordinance. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

New Business
Motion by Parmater, seconded by Elwick to approve a resolution amending the agreement with City Attorney Lynch Dallas for legal services and establishing compensation for work performed. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

Motion by Pflughaupt, seconded by Hessenius to approve a resolution setting compensation for fiscal year 2024-2025. Question: Ayes – Elwick, Hessenius, Pflughaupt, Recker, Stark-Mahood. Abstain – Parmater. Motion carried.

Motion by Stark-Mahood, seconded by Pflughaupt to approve a resolution to approve disbursement of hotel/motel tax proceeds to Vinton Unlimited. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. This is the quarterly disbursement received from the State of Iowa.

Motion by Stark-Mahood, seconded by Parmater to approve pay estimate #4 to Woodruff Construction for WWTP improvements. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

Mayor Maynard requested pay estimate #7 to Rathje Construction for West 1st Street be tabled at the recommendation of the Engineer. There are some significant outstanding issues that need to be resolved. This will be on a future agenda for approval.

Motion by Pflughaupt, seconded by Hessenius to approve the quote from Edwards Plumbing & Heating for an HVAC unit for the Recreation Center. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. The current unit quit working and is beyond repair.

A public hearing for an application for CDBG Upper Story Housing was set for June 27 at 7:00pm.

An exempt session of the City Council was set for June 27 at 6:00pm.

Motion by Pflughaupt, seconded by Parmater to send the plat of survey for SES Properties LLC to Planning & Zoning Commission for review and a recommendation.

Reports
Staff participated in the walk through on West 1st Street. Several items are still outstanding, but the street is open to traffic. Mosquito spraying has started and is being done on Mondays and Thursdays, weather permitting. The water department is investigating a loss of water pressure on North 9th Avenue. The police department is in the middle of a major radio upgrade. Party in the Park is in 2 weeks. Water, sewer and landfill rates are set to change July 1.

Good & Welfare
The Benton County Fair starts next week.

With no other business before the Council, motion by Hessenius, seconded by Parmater to adjourn. Unanimously approved. Time: 7:40pm.
