COUNCIL MEETING
FEBRUARY 22, 2024
A regular meeting of the City Council of Vinton, Iowa was held on the 22nd day of February 2024 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Pflughaupt & Stark.
Motion by Gates, seconded by Pflughaupt to approve the agenda as presented. Question: Ayes – all. Motion carried.
Motion by Gates, seconded by Pflughaupt to approve the consent agenda as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council & committee meeting minutes of February 8 & 12, 2024, receive & file Airport Commission meeting minutes of January 17, 2024, receive & file Library meeting minutes of January 10, 2024, receive & file Parks & Rec meeting minutes of February 8, 2024 and approval of City invoices.
Committee Reports
Public safety met on February 12 on West 5th Street to evaluate the request for a disabled persons parking space at that location. A work session was held on February 21 for budget work for the FY25 year.
Citizens Input
Kellie Van Ree, 2575 58th Street, Vinton introduced herself to Council has a candidate for Benton County Supervisor.
Council Member Parmater joined the meeting.
Old Business
Motion by Pflughaupt, seconded by Gates to approve the third consideration of ordinance 1096 – an ordinance repealing section 99.02 pertaining to special rates for sewer service charges. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, & Stark. Motion carried.
Motion by Elwick, seconded by Gates to adopt the above stated ordinance. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, & Stark. Motion carried.
Motion by Gates, seconded by Pflughaupt to approve the second consideration of ordinance 1097 – an ordinance amending provisions pertaining to sewer rates. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, & Stark. Motion carried. This is for rates effective July 1, 2024.

New Business
Motion by Gates, seconded by Pflughaupt to approve the first consideration of ordinance 1099 – an ordinance amending provisions pertaining to solid waste collection and rates. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, & Stark. Motion carried. This ordinance is to decrease landfill rates effective July 1, 2024.
Motion by Stark, seconded by Pflughaupt to approve the special events application for Red Carpet Fundraiser for the Vinton Public Library. Question: Ayes – all. Motion carried.
Motion by Pflughaupt, seconded by Gates to approve the appointment of Jordyn Edwards to the Airport Zoning Commission. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, & Stark. Motion carried.
A public hearing for the Community Development Block Grant Disaster Recovery housing fund application will be held Thursday, March 14, 2024 at 7:00pm in City Hall.
A public hearing for the Property Tax Levy Hearing for the FY25 budget will be held Thursday, March 28 at 6:00pm in City Hall.
The public safety committee has met and evaluated the request for a disabled persons parking space in the 100 block of West 5th Street. Direction was given to Administrator Ward to draft a resolution for approval at the next council meeting.
The City has received a request to rezone 409 West 4th Street from R-3 residential to B-2 business. The City Council will forward the request to the Planning & Zoning Commission for review.
Reports
City Administrator Ward reported budget work continues. The street department has finished tree trimming. There is still one open position in the police department. Employees wish to schedule the annual handbook meeting to discuss requested changes.

Congratulations to Kylee Kirchner, Vann Lessig and their coaches for winning individual titles at the state bowling meet.
With no other business before council, motion by Pflughaupt, seconded by Gates to adjourn. Unanimously approved. Time: 7:40pm.
