PUBLIC WORKS COMMITTEE MEETING
NOVEMBER 2, 2023
A public safety committee meeting of the City Council of Vinton, Iowa was held on the 2nd day of November, 2023 at 4:30pm. The meeting was held on the sidewalk in front of Tilford Elementary located at 308 East 13th Street. The following committee members were present: Hessenius, Elwick & Parmater. City Administrator Chris Ward & Ted Paxton, Police Chief were also present along with Andrea Townsley, Tilford Elementary Principal and Garrett Wittmer, Transportation Director.
The traffic situation at Tilford Elementary School was discussed. The staff parking has been changed to accommodate the traffic flow. It was recommended that two four way stop signs be placed on both entrances of Tilford Elementary School that would be solar powered and flashing. The Vinton Shellsburg School District would pay fifty percent of the cost of the sign and the City of Vinton would pay for the remaining fifty percent. In the meantime, a new entrance would be constructed in between both entrances.
The Committee will discuss these recommendations with the City Council at the next meeting.

GENERAL GOVERNMENT COMMITTEE MEETING

A general government committee meeting of the City Council of Vinton, Iowa was held on the 2nd day of November 2023 at 5pm in City Hall Council Chambers, Vinton, Iowa. The following committee members were present: Gates, Pflughaupt & Stark.
City Attorney Doug Herman presented information on legal guidance surrounding signs on private and public property. The committee wishes to amend the current sign ordinance to expand opportunities for signs to be placed. Herman was asked to prepare a draft for review at an upcoming council meeting.
No action was taken.
