REGULAR COUNCIL MEETING
APRIL 26, 2018
A regular meeting of the City Council of Vinton, Iowa, was held on the 26th day of April,
2018, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided
and the roll being called the following Council Members were present and absent: Present:
Edwards, Elwick, Hessenius, Parr, Stark. Absent: Hesson.
The Pledge of Allegiance was recited.
Mayor Maynard stated one item on tonight’s agenda, to consider the IBSSS RFP deadline
extension, needed to be removed from the agenda. Motion by Stark, second by Hessenius to
approve the amended agenda. Question: Ayes – All. The Mayor declared the motion carried.
Motion by Elwick, second by Stark to approve the consent agenda. Question: Ayes – All.
The Mayor declared the motion carried. Items on the consent agenda are to receive and file the
council meeting minutes of April 12th, approve the renewal of a class c liquor license for
American Legion, approve the renewal of a class e liquor license with a class c beer permit and a
class be wine permit for Fareway, receive and file the Library Board meeting minutes of March
14th and April 11th and the Parks & Recreation Board meeting minutes of April 12th, and the
Airport Commission meeting minutes of April 19th, receive and file the building inspector March
report.
Stark reported that a trap-neuter-release program for stray cats was discussed at a council work
session. This would be a voluntary program for residents to use. Traps would be available for
residents to rent. They would then take the cat(s) to be spayed or neutered. Friends of the
Shelter would promote this program. The city plans to purchase five traps. A resolution for this
program will be on the next council agenda.
Mayor Maynard reported that at the council work session they discussed supplemental
insurance for employees. This would be voluntary for the employees. Colonial Life will
schedule meetings with Administrator Ward and employees.
Tim and Jane Osborn, 615 A Avenue, had requested to meet with Council to talk about the
notice to abate a nuisance at their property, but the Osborns did not attend this council meeting.
Lee Bendull and Scott Hansen stated they think this yard in very junky. Motion by Stark, second
by Parr to set a public hearing for May 10th at 7:00 pm to discuss the nuisance abatement of 615
A Avenue. Question: Ayes – Edwards, Elwick, Hessenius, Parr, Stark. Nays – None. The
Mayor declared the motion carried.
The Mayor announced that now was the time and place set to hold a public hearing on a
proposal to vacate part of a street. This is a section of E Avenue between 8th and 9th Streets.
There were no comments. The Mayor closed the hearing.
Motion by Parr, second by Hessenius to adopt an ORDINANCE PROVIDING FOR THE
VACATION OF A PORTION OF A STREET IN VINTON, IOWA. Question: Ayes –
Edwards, Hessenius, Parr, Stark. Abstain – Elwick. Nays – None. The Mayor declared the
motion carried and that said ordinance had been given its initial passage.
There was discussion about waiving the second and third readings of the above stated
ordinance. This will be discussed later tonight after Hesson joins the meeting.
Nate Kass, Fehr-Graham engineer, stated the DOT inspector is out for two weeks, so E 3rd Street will be inspected later. He has been talking with the contractor, Dave Schmitt
Construction. There will be minimal additional expense for a drain tile. It will be June before
the project can be accepted.
Hesson joined the meeting.
Motion by Stark, second by Parr to waive the second and third readings of the previously stated
ordinance. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None.
The Mayor declared the motion carried.
Motion by Elwick, second by Parr to now adopt the above stated ordinance. Question: Ayes –
Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion
carried and declared ORDINANCE 1027 duly adopted.
Council asked Attorney Fischer to prepare paperwork for the next council meeting to sell the
vacated street to the abutting property owners.
The Mayor announced that now was the time and place set to hold a public hearing on a
proposal to amend the zoning district map of the city. The old west school building at 811 D
Avenue is currently zoned as R-3 Multi-family. A request was made to have it rezoned to B-1,
Commercial District. The Mayor closed the hearing.
Motion by Hesson, second by Stark to adopt an ORDINANCE AMENDING THE CODE OF
ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING THE OFFICIAL
ZONING DISTRICT MAP OF THE CITY (WEST SCHOOL). Question: Ayes – Edwards,
Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried
and that said ordinance had been given its second consideration.
Motion by Stark, second by Hessenius to waive the third reading of the above stated ordinance.
Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor
declared the motion carried.
Motion by Hessenius, second by Elwick to now adopt the above stated ordinance. Question:
Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the
motion carried and declared ORDINANCE 1028 duly adopted.
Motion by Parr, second by Hessenius to approve an RFP for garbage and recycling collection
services that was created by Laura Liegois, Municipal Connections. Question: Ayes – All. The
Mayor declared the motion carried. Proposals need to be received by May 11th at 2:00 pm.
Council will award a bid on May 24th. The new contractor will start July 2nd
.
The Mayor reported that Jason Hicok is nearing the completion of the City’s new website.
Council member pictures will be added to the website.
Parking along 8th Street was discussed. Council asked for a resolution to be on the next agenda
only allowing parking on the north side of 8th Street from K Avenue to 8th Avenue.
Motion by Hesson, second by Elwick to consider of disposal of the old park house from 211
North 8th Avenue. It has been empty for three years. Allen Merchant is interested in buying the
structure and relocating it. It was decided to sell the structure on an auction site GovDeals. A
public hearing will be on May 10th at 7:00 pm. Question: Ayes – All. The Mayor declared the
motion carried.
Motion by Parr, second by Hesson to approve bids from Schminke Excavating for sewer and
water lines for four houses on the 1100 block of E 3rd Street. Question: Ayes – Edwards,
Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.
The bids approved for these water and sewer lines total $12,300.
Council discussed allowing ATVs and UTVs on city streets. Dwayne Frickson stated there is a
club that travels around in the county. They are allowed on county gravel roads. They also
travel to other states. They would like to be able to stop in town for fuel and to eat a meal. Chief
Paxton will do some research on this topic.
Mayor Maynard signed a proclamation stating that May 6-12, 2018 is National Hospital Week
in Vinton.
Administrator Ward reported 1) Received a call about barking dogs. 2) Received application
for two tax abatements, which will be on the next agenda. 3) A small piece of St. Mary Catholic
church ground needs to be annexed into city limits prior to annexation of land south of the high
school. Chief Paxton is working with Jerry Michael on code enforcements. Clerk reported a
resident plans to have a sidewalk project assessed to their property.
Good & Welfare: The Grand Opening of Vinton Family Medical Clinic is May 10th. Michael
& Dowd has started rebuilding their store.
