REGULAR COUNCIL MEETING
NOVEMBER 10, 2022
A regular meeting of the City Council of Vinton, Iowa was held on the 10th day of November, 2022 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.
Motion by Gates, second by Stark to approve the agenda. Question: Ayes – all. The Mayor declared the motion carried.
Motion by Pflughaupt, second by Gates to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda are to receive & file council meeting minutes of October 27, 2022 and approval of City invoices.
Committee Reports
Business type activities met November 2, 2022 to discuss the RFP for sanitation services beginning July 1, 2023 and the fuel surcharge for J&R Sanitation.
Citizen’s Input
Mark Elwick, 1402 E 7th Street, spoke against the proposed UTV ordinance requiring turn signals.
Shelby Baker, 2578 62nd Street, questioned the process for the ash tree removal bids for the parks. As an interested bidder, he wasn’t aware bids were being accepted.
Sarah Gill, 704 E 8th Street presented Council with her plans for an oversized garage. Gill questioned when the Planning & Zoning Commission was going to meet.
Old Business
Motion by Stark, second by Pflughaupt to approve the third consideration of Ordinance 1078 – an ordinance adding a new Chapter 124 – Food Trucks. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried.
Motion by Elwick, second by Gates to adopt Ordinance 1078 – an ordinance adding a new Chapter 124 – Food Trucks. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried.
Motion by Gates, second by Hessenius to approve the second consideration of Ordinance 1079 – an ordinance amending provisions pertaining to utility vehicles. The ordinance includes the requirement of turn signals which is not required by the State.
Motion by Gates, second by Elwick to amend Ordinance 1079 to remove the requirement of turn signals for UTV operations. Question: Ayes – Bearbower, Elwick, Gates, Stark; Nays – Hessenius, Pflughaupt. Motion carried.
Motion by Stark, second by Gates to approve the counter offer for fuel surcharge to J&R Sanitation. Question: Ayes – all. The counteroffer was determined using $3.36 as the control price for fuel and the average fuel cost for the month. The difference between the two prices multiplied by the gallons used (2,350) determined the additional fuel cost for the month. The additional fuel cost was divided by the number of billable addresses in the contract (2,227).
New Business
Motion by Pflughaupt, second by Stark to approve the bid for Riverside Playground Equipment from Park Planet at a cost of $159,881.00. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried.
Motion by Pflughaupt, second by Elwick to approve the bid for ash tree removal in the parks. After discussion, the respective motions were withdrawn and Parks & Rec Director Matt Boggess was directed to readvertise for bids.
Motion by Gates, second by Stark to approve the proposal for professional services for Water Treatment Facility from Fehr Graham. The cost for professional services could roll into the SRF loan for the building of the plant. After discussion, both the motion and second were withdrawn. Administrator Ward was directed to discuss how this would affect our end financing of the project with the financial advisor.
Motion by Hessenius, second by Elwick to approve the RFP for sanitation services beginning July 1, 2023. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. The RFP will be available mid-November with a deadline of the end of December.
Motion by Pflughaupt, second by Hessenius to approve the acceptance of East 13th Street Bridge replacement funding. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. The funding is for $1,500,000.00 towards the replacement of the bridge in 2023.
Motion by Pflughaupt, second by Gates to approve the sidewalk reimbursement for 809 F Avenue. Question: Ayes – all. The Mayor declared the motion carried.
Council received and filed the Wastewater Treatment Facility Compliance Evaluation Inspection dated October 27, 2022.
A public hearing will be held at the December 8, 2022 7pm council meeting for the CDBG disaster recovery funds.
The General Government committee will meet to discuss community beautification on December 8, 2022 at 6:30pm.
City Council scheduled the strategic planning session with Pat Callahan for Monday, December 12 beginning at 5:30pm.
Reports
City Clerk Schwan reported the City website is down. An IPERS compliance audit was conducted.
Parks & Recreation Director Boggess reported the fall festival wrap up was great. Staff is busy preparing for winter activities.
Street Superintendent Meyer reported crews are still conducting leaf pickup and will switch to tree trimming when the leaves are finished.
Water/Sewer Superintendent Walker reported Pirc Tobin will be in town next week working on West D Street. An antenna on the East water tower has been installed for the collector system.
City Administrator Ward reminded Council that City Hall will be closed tomorrow in honor of Veteran’s Day. The urban renewal and TIF reports will be on the next council agenda for approval.
Good & Welfare
Thank you to the veterans who have served for our country. The lighted holiday parade is next Thursday.
