REGULAR COUNCIL MEETING
OCTOBER 27, 2022

A regular meeting of the City Council of Vinton, Iowa was held on the 27th day of October, 2022 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Bearbower, Elwick, Gates, Hessenius, Stark; Pflughaupt was absent.

Motion by Gates, second by Hessenius to approve the agenda. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, second by Elwick to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda are to receive & file council meeting minutes of October 13, 2022, receive & file airport meeting minutes of October 19, 2022 and approval of City invoices.

Committee Reports
The public works committee met prior to the council meeting. The committee is recommending the City gather quotes for a temporary repair for the sewer line on B Avenue as well as an engineering estimate for a installation of a sewer main.

The business type activity committee met prior to the council meeting to review the previously used RFP for sanitation services. The committee is requesting a few changes. The intention is to have the RFP available for interested vendors in November.

Citizens Input
Bruce Gardner, Garrison, updated Council members on his potential business opportunity.

Old Business
Motion by Gates, second by Stark to approve the first consideration of Ordinance 1076 – an ordinance amending the official zoning district map of the City (Sellers). After discussion and input from the City Attorney, Sellers could consider submitting a request for conditional use stating the property could only be used for a duplex, not a larger multi-family residence. The motion and second were withdrawn.

Motion by Gates, second by Stark to approve the second consideration of Ordinance 1078 – an ordinance adding a new Chapter 124 – Food Trucks. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried.

Jennifer Zahradnik, attorney for J&R Sanitation presented Council with two options for calculating a fuel surcharge. Being this is the first time Council has seen the options, the business type activities committee will meet on November 2, 2022 to discuss.

New Business
Motion by Stark, second by Gates to approve the first consideration of Ordinance 1079 – an ordinance amending provisions pertaining to utility vehicles. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried.

Motion by Stark, second by Hessenius to approve a resolution to approve the transfer of funds from the General Fund to the Library Fund. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried.

Motion by Elwick, second by Stark to approve a resolution to approve the disbursement of hotel/motel tax proceeds to Vinton Unlimited. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried.

Motion by Stark, second by Gates to approve the quote from Pirc Tobin in the amount of $27,751.25 for West D Street sewer and street repairs. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried.

Motion by Stark, second by Gates to approve the goal setting session proposal from Callahan Municipal Consultants. Question: Ayes – Bearbower, Elwick, Gates, Hessenius, Stark. The Mayor declared the motion carried. The intention is to hold the session in December prior to budget planning for the upcoming fiscal year.

Motion by Stark, second by Gates to approve the street closure request for the VPRD Fall Festival on November 5, 2022. Question: Ayes – all. The Mayor declared the motion carried. East Second Street between 1st Avenue and A Avenue will be closed from 2:00 to 6:30pm.

Motion by Gates, second by Stark to approve the parade route request for the Holiday Lighted Parade on November 17, 2022. Question: Ayes – all. The Mayor declared the motion carried.

Council received a plat of survey request for Parcel A, Part of Block 10, Griffins Addition. It was unanimously agreed by council to send the request to the Planning and Zoning Commission.

Motion by Stark, second by Elwick to approve a sidewalk reimbursement for 1106 1st Avenue. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Hessenius, second by Gates to approve the mayoral appointment of Michelle Elgin and Dave Vermedahl to the VGH Board. Question: Ayes – all. The Mayor declared the motion carried.

Due to Thanksgiving, the 2nd council meeting of November will be moved to Monday, November 21 at 7pm in City Hall.

Reports
City Administrator Ward reported he will be attending the League of Cities budget workshop next week. Representative Hinson will be in Vinton next week for a meeting with City leaders.

Parks & Recreation Director Boggess reported the Fall Fest kicked off last week. Downtown trick or treating is on Saturday. Bids for the Kiwanis playground replacement equipment are due tomorrow. The Trees Forever Visioning has begun.

Water/Sewer Superintendent Walker reported sludge hauling is about complete. The first antenna has been placed for the meter collector system.

City Clerk Schwan reported the IEDA Downtown Resource Center visit was great this week. The final report will be available in 4-6 weeks.
