REGULAR COUNCIL MEETING
FEBRUARY 26, 2015
A regular meeting of the City Council of Vinton, Iowa, was held on the 26th day of February, 2015, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided and the roll being called the following Council Members were present and absent: Present: Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Absent: None.
The Pledge of Allegiance was recited.
Motion by Elwick, second by Parmater to approve the consent agenda. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried. Items on the consent agenda are receive and file the following meeting minutes: Council 02-12-15, Airport Commission 02-18-15 and Parks & Rec. Board 02-12-15.
Hessenius reported that the business type activities committee had met to discuss possible solutions for the waste water treatment plant with Veenstra & Kimm engineers. Mayor Watson reported that the landfill commission is looking at developing a new cell at the landfill.
Joe and Terri Wehage, 907 1st Ave., asked Council to consider condemning the duplex at 907 A Avenue. Wehage stated that the property is an eyesore. There had been a fire at this duplex. Administrator Ward and Chief Paxton have looked at the property. Council’s general consensus was to proceed on abating the nuisance.
Motion by Stark, second by Hessenius to approve the cancellation of the agreement with Friends of the Shelter, Inc. for operations at the animal shelter. Question: Ayes – All. Nays – None. The Mayor declared the motion carried.
Motion by Elwick, second by Parmater to approve the reimbursement of $223.56 to Wayne Siela. This is for reduced crop production along W 13th Street project. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nay – None. The Mayor declared the motion carried.
Motion by Hessenius, second by Vermedahl to hire Veenstra & Kimm to start working on the NPDES permit requirements and flow metering for the waste water treatment plant. Question: Ayes – All. The Mayor declared the motion carried.
Mayor Watson stated that he will address council at the next meeting to talk about a housing study and wants to promote the building of new homes in Vinton. Administrator Ward stated that ECICOG was to review the grant application for the housing study today.
Mayor Watson stated that the trailer for recycling cardboard that had been out at the secondary roads shop was removed because of contaminated contents in the trailer. Motion by Elwick, second by Stark to approve a three month agreement to have this recycling trailer brought back. Educating residents and businesses about what can be placed into the recycling trailer will be necessary. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried.
Administrator Ward stated that an application for a grant for $800,000 had been made to Homeland Security. If received, this grant could be used for the bridge on 13th Street.
A committee meeting will be held on March 12th at 6:00 p.m. to review the burning ordinance.
Good & Welfare:Â The street crew has done a good job plowing and removing the snow.
Motion by Stark, second by Elwick to go into closed session per Iowa Code 21.5(1)i. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. Time: 7:50 p.m..
