REGULAR COUNCIL MEETING
FEBRUARY 22, 2018
A regular meeting of the City Council of Vinton, Iowa, was held on the 22nd day of February,
2018, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided
and the roll being called the following Council Members were present and absent: Present:
Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Absent: None.
The Pledge of Allegiance was recited.
Vinton’s newest police office, Katlyn Schimerowski, took the Oath of Office
Motion by Elwick, second by Stark to approve the agenda. Question: Ayes – All. The Mayor
declared the motion carried.
Motion by Parr, second by Hessenius to approve the consent agenda. Question: Ayes – All.
The Mayor declared the motion carried. Items on the consent agenda are to receive and file the
Council meeting minutes of Feb.8, 2018, receive and file the Library Board meeting minutes of
Feb. 14, 2018, to approve the renewal of a class C liquor license with outdoor service and
Sunday sales for Vinton Country Club and to approve the renewal of a class C beer permit with a
class B wine permit and Sunday sales for Dollar General Store.
Hesson reported the public works committee met to discuss revising the sidewalk maintenance
ordinance. There will be another public works committee meeting on March 8th at 6:00 p.m. to
further discuss sidewalks.
Chief Paxton reported the Benton County E911 board had met. They will provide some
funding for the fire department and EMS services for radio communication equipment. They
also will provide funding for an alternate paging system.
The Mayor announced that now was the time and place set to hold a public hearing on a
proposed annexation to the city. This is a voluntary annexation of land just south of the high
school. The Mayor closed the hearing.
Motion by Parr, second by Hesson to approve a RESOLUTION ASSENTING TO THE
ANNEXATION OF CERTAIN REAL ESTATE TO THE CITY OF VINTON, IOWA. After
discussion, the wording of the owners will be amended to say J.W. Fry Trust Estate #2 and
Virginia Gay Hospital Health Care Foundation. Question: Ayes – Edwards, Elwick, Hessenius,
Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared
RESOLUTION 02-18-01 passed and approved.
Council’s general consensus is to paint a Vinton logo on the west water tower. Council will
decide at their next meeting if they want one or two logos on the tower.
Motion by Hesson, second by Parr to keep the 2018-2019 tax levy the same as the current levy
and to set public hearing for fiscal year 2018-2019 budget for March 8th at 7:00 pm. Question:
Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the
motion carried. Public hearing notice to be published Feb. 27th. Projects in the next budget
include a walking trail, the water tower project and Middle Cedar Watershed Management
project.
Motion by Hessenius, second by Hesson to receive and file the audit report for fiscal year
ending June 30, 2017. Question: Ayes – All. The Mayor declared the motion carried.
Council received an update from the Braille School Committee and a brochure that is available
to interested parties.
Administrator Ward reported that the Iowa Department of Economic Development has
awarded a $100,000 grant to the three businesses destroyed by the recent fire. Each business will
receive one-third of this grant.
Clerk is working with IDOT and Fehr-Graham on reimbursement for E 3rd Street project.
Chief Paxton thanked the high school students who shared Vinton Popcorn with the
department. He also thanked the community for their support during the recent fire.
Attorney Fischer thanked the community for their great support during and after the fire.
Good & Welfare: The Library will be having a new series of guest speakers on the first
Thursday of the month at 10 a.m. Bingo has been a popular and fun event at the skate center.
Motion by Elwick, second by Hessenius to go into closed session per Iowa Code 21.5(j)
possible real estate transaction. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr,
Stark. Nays – None. The Mayor declared the motion carried. Time: 8:35 p.m.
Council reconvened regular session: Time 9:25 p.m.
