REGULAR COUNCIL MEETING
DECEMBER 10, 2015

A regular meeting of the City Council of Vinton, Iowa, was held on the 10th day of December, 2015, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided and the roll being called the following Council Members were present and absent: Present: Elwick, Hessenius, Parmater, Parr, Stark. Absent: Bendull.

The Pledge of Allegiance was recited.

Motion by Elwick, second by Parmater to approve the agenda. Question: Aye – All. The Mayor declared the motion carried.

Motion by Parmater, second by Hessenius to pass a RESOLUTION TO APPROVE APPOINTMENT OF POLICE CAPTAIN AND SET WAGES. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-01 passed and approved. Eric Dickinson is appointed as the police captain.

Motion by Parr, second by Stark to approve the consent agenda. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried. Items on the consent agenda are to receive and file the Council meeting minutes of November 23, 2015 and approve invoices.

Kurt Karr reported the iVinton committee has six members. They are looking into partnership options and plan to look at telecom services in Independence and Shellsburg.

Rich Hainstock reported on two potential housing developments. He stated that Bob and Molly Noren are looking into developing land at the southeast corner of town. A developer for John Anderson is looking into developing 35 acres just south of the high school.

Herb Boots and Russ Boots stated that their expenses from the recycling collections has substantially increased in the last few months. They plan to talk with Black Hawk County for an alternative recycling place. Motion by Elwick, second by Parmater to approve reimbursing Boots for the extra recycling expense for Sept.2015 – Dec.2015 and also to have Administrator Ward check for recycling options.

Motion by Elwick, second by Hessenius to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING PROVISIONS PERTAINING TO THE INSTALLATION OF WATER PIPE. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration.

Motion by Elwick, second by Parmater to pass a RESOLUTION DIRECTING THE DIPOSAL OF AN INTEREST IN REAL PROPERTY FOLLOWING A PUBLIC HEARING. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-02 passed and approved. Lot Seven of Maple Lane Subdivision is sold to James and Lori Hill for $1,680 plus costs.

Motion by Stark, second by Hessenius to pass a RESOLUTION DIRECTING THE DIPOSAL OF AN INTEREST IN REAL PROPERTY FOLLOWING A PUBLIC HEARING. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-03 passed and approved. Lot Nine of Maple Lane Subdivision is sold to Jay and Anne Usher for $1,680 plus costs.

Motion by Parmater, second by Stark to pass a RESOLUTION CONFIRMING HIRING RESEARCH AND CONSULTING TO PERFORM A COMPREHENSIVE HOUSING NEEDS ASSESSMENT STUDY. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-04 passed and approved.

Administrator Ward stated that he has talked with the cities of Atkins, Shellsburg and Center Point about sharing a building inspector. They are interested. Center Point would like to partner with only Vinton. Independence called Ward to say their building inspector will be retiring and wondered if Vinton was interested in sharing an inspector with them. A work session will be scheduled sometime next month. Local contractors and the current inspector will be invited to the work session.

Motion by Elwick, second by Stark to pass a RESOLUTION FOR VINTON MUNICIPAL ELECTRICAL UTILITY FUNDS TO GO TO VINTON UNLIMITED. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-05 passed and approved.

Motion by Parmater, second by Elwick to pass a RESOLUTION TO APPROVE TRANSFERS OF FUNDS. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-15-06 passed and approved.

Motion by Parmater, second by Hessenius to approve a five year Capital Improvement Program for the airport and apply for grant for wetland mitigation. Question: Ayes – All. Nays – None. The Mayor declared the motion carried.

Motion by Hessenius, second by Stark to approve an engineering services agreement with Clapsaddle-Garber Associates for Rotating Beacon Improvements at the airport. Question: Ayes – Elwick, Hessenius, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried.

Motion by Elwick, second by Hessenius to approve the Mayor’s reappointment of Alan Woodhouse to Vinton Municipal Electric Utility Board of Trustees for a six year term. Question: Ayes – All. The Mayor declared the motion carried.

Motion by Elwick, second by Hessenius to receive and file the police union contract. Question: Ayes – All. The Mayor declared the motion carried.
Motion by Elwick, second by Parr to hold the second December Council meeting on Tuesday, December 22nd. Question: Ayes – All. The Mayor declared the motion carried.

Administrator Ward reported he is planning a community garden on the one remaining lot in Maple Lane Subdivision. He has received a letter from IMWCA concerning workers compensation insurance. Clerk reported that RFPs were sent out for auditing services for the next three fiscal years. One peddler has paid $50 for a permit. A budget amendment is likely. Health insurance for a new electric utility manager, if needed, will be through the City’s insurance, Lineco only covers employees under the bargaining unit. Chief Paxton reported Wes Meyer will graduating on Dec. 11th. On Dec. 21st will be a ceremony to swear in the new police Captain Eric Dickinson.
