SPECIAL VINTON CITY COUNCIL MEETING
OCTOBER 29, 2020

A special meeting of the Vinton City Council was held on the 29th day of October, 2020 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Absent: None.

The Pledge of Allegiance was recited.

Motion by Stark, second by Hesson to approve the agenda. Question: Ayes – All. The Mayor declared the motion carried.

Mayor Maynard declared that now was the time and place for the public hearing on the Development Agreement with Vinton Braille School, LLC and Hobart Historic Restoration PM, LLC, Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement and Authorizing Assignment of the Lease and Sale of City-Owned Property.

Darren Sellers, 1112 A Avenue, questioned the process and transparency of the project.

Julie Piper, representing the Alumni Association, 614 E 11th Street, spoke of artifacts that she is personally responsible for that are currently located in Old Main. She wishes to speak with Hobarts about those artifacts and the future of the Alumni presence on campus.

Kord Sellers, 1307 B Avenue, questioned why his proposal was not reviewed by council and put on the agenda.

Chris Ward, 124 Scenic Drive, stated Mr. Sellers’ proposal was received and included in the council packet for review however several issues were identified in the proposal that make it unable to be accepted.

After no additional comments, Mayor Maynard closed the public hearing.

Motion by Stark, second by Hessenius to approve the resolution of Parcel A for the IBSSS campus. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None.

Motion by Stark, second by Elwick to approve the resolution approving the Development Agreement with Vinton Braille School, LLC and Hobart Historic Restoration PM, LLC, Authorizing Annual Appropriation Tax Increment Payments and Pledging Certain Tax Increment Revenues to the Payment of the Agreement and Authorizing Assignment of the Lease and Sale of City-Owned Property. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None.
Because of a software glitch, the City still has not received AmeriCorps lease funds. Hobarts is inquiring about receiving payment from the City for managing the property since the end of August. City Attorney Fischer stated we are not legally authorized to handout money. The software glitch may be resolved soon. No action was taken.

Mayor Maynard left the meeting.

Motion by Hesson, second by Elwick to approve the change order on the splash pad contract. Vinton Park & Recreation Director Matt Boggess is requested an extension of the splash pad contract to April 30, 2021 because of the early cold weather. The primary concern is pouring concrete yet this fall and having ample time to cure so the end result is the best product possible. Council would like to see what the weather does and reevaluate at the next council meeting. After discussion, Councilmember Hesson withdrew his motion and Councilmember Elwick withdrew his second.

Being no other business before the City Council, Mayor Pro Tem Stark called for adjournment. Motion by Parr, second by Hessenius to adjourn. Question: Ayes – All. The motion carried. Time: 7:40 p.m.
