SPECIAL COUNCIL MEETING
AUGUST 4, 2020
A special meeting of the City Council of Vinton, Iowa, was held on the 4th day of August 2020, at 6:30 p.m., at City Hall, Vinton, Iowa. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Absent: None.
The Pledge of Allegiance was recited.
Motion by Hesson, second by Hessenius to approve the agenda. Question: Ayes – Stark, Elwick, Parr, Hesson, Edwards, Hessenius. Nays – None.  Motion by Stark, second by Hessenius, to appoint City Administrator Chris Ward as the interim City Clerk starting on August 12, 2020 and ending at the hire of a new City Clerk. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. By roll call vote the Mayor declared the motion carried. A motion was made by Stark and seconded by Hesson to have additional compensation for the interim City Clerk at an additional 10%. Mayor Maynard explained that he discussed this with City Administrator Ward that there was a standard for this. City Administrator Ward explained that the Society of Human Resources Management recommends an increase from between 5% to 15% for taking on additional interim duties in this manner. After discussion about this Councilmember Stark amended the motion to change the percentage increased by 15% percent. Councilmember Hesson amended his second.  Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. By roll call vote the Mayor declared the motion carried.
Motion by Parr, second by Elwick to adjourn the meeting. Question:  Ayes – All. The motion carried. Time: 6:48 p.m.
