REGULAR COUNCIL MEETING

SEPTEMBER 24, 2020

A regular meeting of the City Council of Vinton, Iowa, was held on the 24th day of September, 2020, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa.  Due to the COVID-19 virus the meeting was also held electronically using ZOOM Cloud hosted at 110 W 3rd Street.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr Absent:  Stark.

The Pledge of Allegiance was recited.

The Mayor Maynard administered the Oath of Office to City Clerk Melissa Schwan

Motion by Hesson, second by Hessenius to approve the agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.

Motion by Parr, second by Elwick to approve the consent agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.  Items on the consent agenda are to receive and file the Council meeting minutes of September 10, 2020, receive and file the September 9, 2020 Vinton Public Library Board meeting minutes and approve invoices in the amount of $181,017.87.

The committee for the Emergency Services facility met on September 9, 2020 with Solum Lang Architects.  This was the first initial meeting and there will be another meeting in October.

The City Council received a complaint about a rooftop unit at where the old Hardees restaurant was located.  City Staff will look into this and contact the owner to have it removed.

Motion by Elwick, second by Hessenius to approve a bid from Pirc Tobin Construction for the Sixth Avenue sanitary sewer repair in the amount of $19,990.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson.  Nays – Parr.  The Mayor declared the motion carried.

Motion by Elwick, second by Hesson to receive and file the annal bridge inspection report for the Thirteenth Street Bridge.  Question: – Edwards, Elwick, Hessenius, Hesson, Parr.  Nays – None.  The Mayor declared the motion carried and that City Staff talk with the Iowa Department of Transportation to look for ways to find assistance in the repairs for this bridge.

Motion by Elwick, second by Hessenius to approve the Iowa Department of Transportation Street Finance Report for 2020 Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Nays – None.  The Mayor declared the motion carried and that said resolution has been passed.

Motion by Edward, second by Hessenius to approve the Vinton Shellsburg High School Homecoming Parade on Thursday October 10, 2020 at 6:00 P.M.  Question: – Edwards, Elwick, Hessenius, Hesson, Parr.  Nays – None.  The Mayor declared the motion carried.

Motion by Parr, second by Hessenius to approve a parade by the Patriottour.com for Saturday, October 10, 2020.  Question: – Edwards, Elwick, Hessenius, Hesson, Parr.  Nays – None.  The Mayor declared the motion carried.

Motion by Parr, second by Hessenius to approve the annual request of payment to HACAP for the amount of $6,395.00. Question: – Edwards, Elwick, Hessenius, Hesson, Parr.  Nays – None.  The Mayor declared the motion carried.

Motion by Parr, second by Elwick to approve a sidewalk reimbursement for 1012 Fourth Avenue.  Question: – Edwards, Elwick, Hessenius, Hesson, Parr.  Nays – None.  The Mayor declared the motion carried.

Motion by Parr, second by Hessenius to approve a sidewalk reimbursement for 407 East Second Street.  Question: – Edwards, Elwick, Hessenius, Parr.  Nays – None  Abstain – Hesson.  The Mayor declared the motion carried.

The City Council discussed Halloween for 2020.  The City Council would like to see a link to the Center For Disease Control about safety precautions in the billing and a link on the City’s website.  However, it will be up to individuals to determine if it would be safe or not to have trick or treating on October 31, 2020.

The City Council set a work session the Public Safety Committee for October 8, 2020 at 6:00 P.M. to discuss Thirteenth Street and Utility Vehicles operating within the Vinton City Limits.

City Administrator Ward thanked City Attorney Robert Fischer for his assistance on the COVID-19 public safety grant.

Motion by Hesson, second by Hessenius to adjourn the meeting.  Question: Ayes – All.  The motion carried.  Time:  8:16 p.m.
