SPECIAL COUNCIL MEETING
JULY 30, 2020

A special meeting of the City Council of Vinton, Iowa, was held on the 30th day of July 2020, at 6:31 p.m., at City Hall, Vinton, Iowa.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Absent:  None.

The Pledge of Allegiance was recited.

 Motion by Hesson, second by Elwick to approve the agenda. Question: Ayes – Stark, Elwick, Parr, Hesson, Edwards, Hessenius. Nays- None.  Motion by Stark, second by Hessenius receive and file the retirement letter from the City Clerk.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.  The Mayor thanked Cindy Michael for the past twenty years of her dedicated service to the City of Vinton.  The City Administrator Ward explained that every city in the state of Iowa needs to have a City Clerk in order to operate.  The City Council discussed the qualifications and an estimated timeline.  The process as outlined by the City Council is to have two rounds of interviews the first one will be with the City Administrator, VMEU General Manager and Police Chief.  From this the finalist will interview with both the City Council and the VMEU Board.  The City Council gave direction for the City Administrator to begin advertising for the position.  The City Council has scheduled another special meeting for Tuesday August 3 to appoint an interim City Clerk and compensation for the interim City Clerk.

   Motion by Stark, second by Hessenius to adjourn the meeting.  Question:  Ayes – All.  The motion carried.  Time: 7:12 p.m.
