A regular meeting of the City Council of Vinton, Iowa, was held on the 11th day of July, 2019, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following Council Members were present and absent: Present: Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Absent: None.

The Pledge of Allegiance was recited.

The Mayor asked to move the item of considering a street closure on E 8th Street from new business to citizens input. Motion by Elwick, second by Hessenius to approve the amended agenda. Question: Ayes – All. The Mayor declared the motion carried.

Motion by Stark, second by Parr to approve the consent agenda. Question: Ayes – All. The Mayor declared the motion carried. Items on the consent agenda are to receive and file the Council meeting minutes of June 27, 2019 with the clarification that it is Blake Hesson who would be seeking information from the gas company, approve invoices in the amount of $523,943.90, received and file the June revenue and expenditure report, receive and file the Library Board meeting minutes of June 12, 2019 and to receive and file the Parks & Rec Board meeting minutes of May 9th and June 13th, 2019.

Council received a request for street closures and route for the 35th Annual Vinton Car Cruise on July 20th. Motion by Hesson, second by Stark to approve this request. Question: Ayes – All. The Mayor declared the motion carried.

Motion by Stark, second by Hesson to approve a request for the Kiwanis Boomtown 5K run/walk route on August 24th. Question: Ayes – All. The Mayor declared the motion carried. Kiwanis President Tom Husnik said this will be a family event and a fundraiser for Operation BackPack.

Motion by Parr, second by Hessenius to approve a request from Schoonover Tuckpointing to block of the 800 block of E 8th Street on August 17th. Question: Ayes – All. The Mayor declared the motion carried. Mike Schoonover stated they have scheduled an auction that day.

The Mayor announced that now was the time and place set to hold a public hearing regarding a nuisance abatement for Jim Gill’s property on E 2nd Street. Mr. Gill stated he felt Chief Paxton had been harassing him. Chief Paxton disagreed with that statement. The nuisance abatement was about long grass. The grass has been mowed. A daughter of a neighbor said a security light comes on frequently in the night. Mayor Maynard and Council member Stark plan to visit with Mr. Gill on Friday. The Mayor closed the hearing.

The nuisance has been abated since Mr. Gill has mowed his yard.

Motion by Hesson, second by Hessenius to adopt an ORDINANCE TO AMEND CHAPTER 15, MAYOR, SECTION 15.04, COMPENSATION. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration.

Motion by Elwick, second by Stark to adopt an ORDINANCE TO AMEND CHAPTER 17, COUNCIL, SECTION 17.06, COMPENSATION. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration.

Motion by Stark, second by Parr to approve the purchase of a mower for the Parks & Recreation department from Kromminga Motors for $15,334.00. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.

Motion by Hesson, second by Parr to approve the purchase of a cold storage building from RH Construction for $22,484.00. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.

Motion by Parr, second by Stark to approve the disbursement of $25,000 from the General Fund to Vinton Unlimited and also the disbursement of $19,900 from the LOST Fund to Vinton Unlimited. Question: Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark. Nays – None. The Mayor declared the motion carried.

Motion by Parr, second by Stark to approve a request from the Library for street closures for their Craft Beer Festival on August 3rd. Question: Ayes – All. The Mayor declared the motion carried.

Attorney Fischer stated he is working on a lease agreement with Wayne Siela for a few acres abutting the wastewater treatment plant. Chief Paxton said that Ford has not yet set the production date for new Explorers. The police department has had problems with catalytic convertors. The angle parking by the police office may need to be changed. City election paperwork is available. Weeds have been mowed on the Corbett property. The Administrator is working on an ordinance for the new FEMA flood map.

Good & Welfare: The sesquicentennial is fast approaching. Lani Schwarting is retiring from the Library next Friday. The broadband project will begin construction soon. Brant and Zach Dickinson attended tonight’s meeting. They are Boy Scout members, working to earn badges.
