COUNCIL MEETING
DECEMBER 14, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 14th day of December 2023 in the City Hall Council Chambers, Vinton, Iowa. Mayor Pro Tem Stark presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater (via Zoom), Pflughaupt, Stark.

Motion by Pflughaupt, seconded by Gates to approve the agenda as presented. Question: Ayes – all. Stark declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve the consent agenda. Question: Ayes – all. Stark declared the motion carried. Items on the consent agenda include receive & file Council work session and meeting minutes of November 27, 2023 and approval of City invoices.

Old Business
Motion by Gates, seconded by Pflughaupt to approve the second consideration of ordinance 1092 – an ordinance amending the code of ordinances of the City of Vinton related to signage. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

New Business
Mark Vogt with Pollution Control was present to address the Council about possible cost savings on the new wastewater treatment facility. Cost savings could possibly be achieved by installation of different pumps and equipment than what was included in the original design however alternate pumps do not match the City’s preferences. Options could be for Vogt to work directly with the contractor for value engineering or redesign and subsequently rebid the entire project including alternate pumps. No action was taken.

Motion by Gates, seconded by Pflughaupt to approve the contact award to Woodruff Construction pending Iowa Department of Natural Resources concurrence of award for the Wastewater Treatment Facility Improvements. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Gates, seconded by Elwick to approve pay estimate #5 for West 1st Street Reconstruction for Rathje Construction Co. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried. This pay estimate pays for all of the work that is complete and correct. Final testing has come back on the approximately 1,000 feet of incorrect aggregate. Fehr Graham is recommending removal and replacement of the 1,000 feet on the west end. This will not be at City’s cost. Work will be completed in Spring 2024.

Motion by Gates, seconded by Pflughaupt to approve the resolution setting time of hearing on proposed ordinance to vacate an alley. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried. Planning & Zoning is recommending the vacation of the alley near 512 W 6th Street. The public hearing will be held December 28, 2023 at 7pm in City Hall.

Motion by Elwick, seconded by Gates to approve a resolution to approve disbursement of hotel/motel tax proceeds to Vinton Unlimited. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Pflughaupt, seconded by Gates to approve the quote for interior City Hall construction from Ted Jessen. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Reports
City Clerk Schwan shared budget work with department heads will begin next week. Police Chief Paxton shared Kris Stephenson graduates from the academy tomorrow. The Water Department is looking to dispose of a dump truck. City Administrator Ward shared he will be speaking at Lions Club in January. The Library was awarded a grant.

With no other business before the Council, motion by Gates, second by Pflughaupt to adjourn. Approved unanimously. Time: 7:35pm.
