REGULAR COUNCIL MEETING

OCTOBER 10, 2019

   A regular meeting of the City Council of Vinton, Iowa, was held on the 10th day of October, 2019, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Absent:  None.

   The Pledge of Allegiance was recited.

   Motion by Elwick, second by Hesson to approve the agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.

   Motion by Parr, second by Stark to approve the consent agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.  Items on the consent agenda are to receive and file the Council meeting minutes of September 26, 2019, approve invoices in the amount of $509,161.33, receive and file the September revenue and expenditure report, receive and file the Airport Commission meeting minutes of Sept. 18 and the Parks and Recreation Board meeting minutes of Sept. 12, to approve the partial splash pad contribution refund to the Kiwanis Club in the amount of $70,990 and to receive and file the Library Board meeting minutes of Sept. 11.

   Mayor Maynard received a thank you card from Iowa Lieutenant Governor Adam Gregg.

   Stark reported the general government committee had met to discuss a business grant program.  Vinton Unlimited will be making some changes to the draft for this program.

   Judy Breja and Lindsey Upah, talked about the new Benton County Rural Access Center.  An open house will be held on Nov. 13th from 2-5:30 pm at 811 D Avenue in Vinton.  They are working with many partners to address and reduce mental health needs.

   A resident had asked the mayor to have council discuss outdoor wood burners.  Some photos of a wood burner and smoke were viewed.  Iowa DNR regulates air quality. 

   Motion by Hesson, second by Stark to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY ADDING PROVISIONS PERTAINING TO PUBLIC POSSESSION OF AIRGUNS.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its initial passage.

   Motion by Elwick, second by Hessenius to pass a RESOLUTION APPROVING PLAT AND DEDICATION OF LAND: ANDERSON CREEK ESTATES FIRST ADDITION.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 10-19-01 passed and approved.

   Motion by Hesson, second by Parr to pass a RESOLUTION TO FIX A DATE OF MEETING AT WHICH IT IS PROPOSED TO APPROVE A DEVELOPMENT AGREEMENT WITH VERNON S FLECHNER TRUST, INCLUDING ANNUAL APPROPRIATION TAX INCREMENT PAYMENTS IN AN AMOUNT NOT TO EXCEED $1,275,000.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 10-19-02 passed and approved.  The public hearing will be held on October 24th at 7:00 pm.

   Motion by Hessenius, second by Elwick to approve the recommendation from the emergency services facility committee to seek an agreement from Solum Lang Architects, LLC of Cedar Rapids to design a new emergency services facility.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

   Motion by Stark, second by Hessenius to pass a RESOLUTION APPROVING THE APPLICATION OF THE IOWA VACANT BUILDING REHABILITATION FUND GRANT FROM THE IOWA ECONOMIC DEVELOPMENT AUTHORITY.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 10-19-03 passed and approved.

   Motion by Stark, second by Hessenius to pass a RESOLUTION APPROVING THE APPLICATION OF THE IOWA VACANT STATE BUILDING DEMOLITION FUND GRANT FROM THE IOWA ECONOMIC DEVELOPMENT AUTHORITY.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 10-19-04 passed and approved.

   Motion by Parr, second by Hesson to send a petition to vacate an alley to the Planning and Zoning Commission.  Question:  Ayes – All.  The Mayor declared the motion carried.  The alley is located between H and I Avenues in Block 2 of West Vinton.

   Motion by Hesson, second by Elwick to set Trick or Treating on Thursday, October 31st from 5:00 pm to 7:00 pm.  Question:  Ayes – All.  The Mayor declared the motion carried.

   Administrator Ward said he will be attending the ICMA conference later this month.  Hobarts have asked to talk with council to discuss the IBSSS property.  A work session is scheduled for Oct. 24th at 5:30 pm for this discussion.  Ward has begun the close out process for the two flood buyout properties.  An open house for the 3rd on 3rd Gardens will be held Oct. 17th.

   Chief Paxton has ordered two speed signs.  One will be posted near the elementary school and one to be posted for traffic coming into town on South C Avenue.

   Clerk will attend the IMFOA conference.  Fall Clean Up Days were held last weekend.  Open burning days this year are October 24, 25 & 26 and November 7, 8 & 9.
