REGULAR MEETING
SEPTEMBER 28, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 28th day of September, 2023 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark.

Motion by Gates, seconded by Parmater to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Pflughaupt, seconded by Stark to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council work session & regular meeting minutes of September 14, 2023, receive & file Library meeting minutes of August 9, 2023 and approval of City invoices.

Old Business
Motion by Parmater, seconded by Stark to approve the second consideration of ordinance 1089 – an ordinance amending provisions pertaining to fiscal management. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Stark, seconded by Pflughaupt to approve the second consideration of ordinance 1090 – an ordinance amending provisions pertaining to liquor license and cigarette and tobacco permits. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Gates, seconded by Elwick to approve the second consideration of ordinance 1091 – an ordinance adding subsections regarding stop signs and no parking zones. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

New Business
Motion by Parmater, seconded by Pflughaupt to approve a resolution to assist the North Benton Ambulance services using funds from received under the American Rescue Plan Act of 2021. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried. This resolution combines the October and November payment.

Motion by Pflughaupt, seconded by Gates to approve change order #2 for West 1st Street project. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried. Engineer Nate Kass shared 2 intakes were in worse shape than anticipated. There are enough DOT funds to cover this change order.

Motion by Gates, seconded by Pflughaupt to approve a quote for manhole replacement at East 2nd Street and 3rd Avenue. A hole at the bottom of the manhole has been discovered because of the low river levels and lack of rainfall. This is the best time to address this issue. After discussion, Gates & Pflughaupt amended their respective motions to approve a quote for manhole replacement at East 2nd Street and 3rd Avenue from Hatch Grading & Contracting. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Gates, seconded by Parmater to approve a quote from Carrico Aquatics to repair valve system at the swimming pool. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Elwick, seconded by Gates to approve a request for sewer forgiveness at 1115 1st Avenue. Jessica & Eric Mullinex, 1115 1st Avenue, discovered a significant water leak between their house and garage. A contractor is lined up to make the repair. After discussion, the motions were withdrawn. Council will reconsider the request once the leak is fixed and we are able to get a “normal” consumption read.

Motion by Stark, seconded by Parmater to approve a business improvement grant application for Farmers Savings Bank. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. Motion carried.

Motion by Hessenius, seconded by Parmater to accept the mayoral appointment of Jimmy Kelly, Ann Harrison, Whitney Bowen & Michele Lash to the Vinton Public Library Board for a term ending June 2027. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Hessenius, seconded by Stark to accept the mayoral appointment of Julie Piper to the Vinton Public Library Board to fill a vacancy for a term ending June 2025. Question: Ayes – all. The Mayor declared the motion carried.

Reports
City Administrator Ward asked for a work session to be scheduled to discuss possibly extending West 11th Street for a new office building. This will be held October 12 at 6pm. Hobarts also requested a work session with council. This will be held October 11 at 7pm.

Parks & Recreation Director Boggess invited Council to a rededication ceremony for Veteran’s Park on Friday at 1pm.

Melissa Schwan, City Clerk shared the annual posting for boards and commission positions to begin January 1 has been published. The crew will be here in the next couple of days to wash and paint the building.

Mayor Bud Maynard asked the public works committee to meet to discuss the hours of operation for the brush dump. The committee will meet October 11 at 5pm.

Good & Welfare
The Rededication Ceremony for Veterans Park will be on Friday at 1pm. Hope all can join!

With no other business before council, motion by Gates, seconded by Hessenius to adjourn. Unanimously approved. Time: 7:35pm.
