REGULAR COUNCIL MEETING

SEPTEMBER 13, 2018

 

A regular meeting of the City Council of Vinton, Iowa, was held on the 13th day of September, 2018, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Absent:  None.

 

The Pledge of Allegiance was recited.

 

Motion by Elwick, second by Hessenius to approve the agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Motion by Stark, second by Hessenius to approve the consent agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.  Items on the consent agenda are to receive and file the council meeting minutes of August 23, 2018, approve invoice in the amount of $882,820.74, receive and file the August revenue and expenditure report, approve a new cigarette and tobacco permit for Casey’s General Store new location at 1112 W 4th Street, approve a new class E liquor license with a class B native wine permit and with a class C beer permit, with Sunday sales for Casey’s General Store, approve the renewal of a class B native wine permit with Sunday sales for L Marie Boutique, receive and file the Library Board meeting minutes of August 8, 2018, the Parks & Recreation Board meeting minutes of August 9, 2018 and the Airport Commission meeting minutes of August 15, 2018.

 

Mayor Maynard and Hessenius worked with pumps for storm water on Sept. 3rd.  Hesson will meet with school superintendent to discuss ideas or options to possibly alleviate storm water issues near the middle school.

 

Chuck Yedlik, Iowa Pyrotechnic Association, thanked council, police and street departments for their support for Boomtown.  Vinton will be celebrating 150 years next summer and IPA is planning another show for this celebration.  He asked council to include funding for fireworks for the sesquicentennial.

 

Motion by Hesson, second by Stark to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING PROVISIONS PERTAINING TO OPERATION OF SNOWMOBILES AND ALL-TERRAIN VEHICLES.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its initial passage.

 

Motion by Hessenius, second by Edwards to waive the third reading of the above stated ordinance.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Elwick, second by Stark to now adopt the above stated ordinance.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared ORDINANCE 1037 duly adopted.

 

Motion by Stark, second by Hessenius to pass a RESOLUTION TO TENTATIVELY APPROVE A PRELIMINARY PLAT – ANDERSON CREEK ESTATES TO VINTON.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 09-18-01 passed and approved.

 

Motion by Elwick, second by Hessenius to approve partial pay estimate #1 and change order #1 for the West Water Tower Repair and Recoating 2018 project.  This approves a payment of $319,627.50 to be paid to Utility Services Co., Inc.  The change order included in the pay estimate, increases the contract by $42,050.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Stark, second by Hessenius to approve the West Water Tower Repair and Recoating 2018 Certificate of Completion.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Council discussed the collection of garbage and recycling at Vinton Park Apartments.  The manager and maintenance person stated that J & R Sanitation has supplied four – four-yard dumpsters.  There are 72 apartments at this complex.  One more four-yard dumpster is needed or larger six-yard dumpsters.  Administrator Ward will contact J & R Sanitation to discuss this topic.

 

Administrator Ward has contacted the Iowa Northern Railway to inquire about fencing setback requirements near the old braille school power plant.  He has given the railroad’s contact information to the Merchants, owners of the old power plant property.  The nuisance property has not been fenced off, nor has it been boarded up.  Ward to discuss this nuisance property with attorney Bill Sueppel.  The City will secure the structure.

 

The downtown sidewalks will be discussed at a public works committee meeting on Sept. 27th at 6:00 pm.  This committee will also discuss future street projects.

 

Motion by Hessenius, second by Hesson to pass a RESOLUTION APPROVING PLAT OF THE LUTHERAN HOME FOR THE AGED ASSOCIATION FIRST ADDITION TO VINTON, IOWA.  Question:  Ayes – Edwards, Hessenius, Hesson, Parr, Stark.  Abstain – Elwick.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 09-18-02 passed and approved.  Bill Karr is donating some of his property to the Lutheran Home.  The Planning and Zoning Commission has discussed this, recommending that Council approve the plat of survey.  This will require a property line to be moved in order to give each lot access to a street.

 

Motion by Hesson, second by Hessenius to receive and file the bridge inspection and rating report from Calhoun-Burns and Associates, Inc.  Question:  Ayes – All.  The Mayor declared the motion carried.  The East 13th Street Bridge tonnage sign will be changed from 20 tons to 15 tons.

 

Administrator Ward will be attending the ICMA conference later this month.  He attended two meetings on the watershed management grants.  The grant percentage has increased from a 75% -25% cost share to a 90% – 10% cost share.  He held the urban renewal consultation on Sept. 5, but nobody showed up.  Vinton has been invited to speak at a water conference about the Community Gardens on 3rd Street and 3rd Avenue.
