REGULAR COUNCIL MEETING

JULY 12, 2018

 

A regular meeting of the City Council of Vinton, Iowa, was held on the 10th day of July, 2018, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Absent:  None.

 

The Pledge of Allegiance was recited.

 

Motion by Elwick, second by Hesson to approve the agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Motion by Parr, second by Hessenius to approve the consent agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.  Items on the consent agenda are to receive and file the council meeting minutes of June 28, 2018, approve invoices in the amount of $1,125,190.30, receive and file the June revenue and expenditure report and receive and file the Parks and Recreation Board meeting minutes of June 14, 2018.

 

Melissa Schwan, Vinton Unlimited, stated they held a visionary meeting with UNI.  They identified some priorities for the next year.

 

Chuck Yedlik asked council to consider sponsoring the BoomTown event.  This year will be their 12th annual event.  Motion by Parr, second by Edwards to approve a contribution of $3,000 to the Iowa Pyrotechnic Association.  The City will be a Corporate Sponsor for Boomtown which will be held August 25th.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Cindy Pelzer and Karen Howe, USDA Rural Development representatives from Tipton, talked about water and sewer loans and grants available through their office.  They also help with financing for community facilities, fire stations and equipment.  They are willing to help fill out applications.  They can partner with funding from the State Revolving Fund or guarantee a loan if working with a local lender.

 

Motion by Hesson, second by Parr to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING PROVISIONS PERTAINING TO SIDEWALK REGULATIONS.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its second consideration.

 

Motion by Stark, second by Parr to waive the third reading of the above stated ordinance.  Question:  Ayes – Edwards, Elwick, Hessenius, Parr, Stark.  Nays – Hesson.  The Mayor declared the motion carried.

 

Motion by Hessenius, second by Parr to adopt the above stated ordinance.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared ORDINANCE 1030 duly adopted.

 

Motion by Elwick, second by Stark to adopt an ORDINANCE ADOPTING AND AMENDING PROVISIONS REGULATING THE OPERATION OF UTILITY VEHICLES TO THE MUNICIPAL CODE OF VINTON, IOWA.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its initial passage.

 

Motion by Hessenius, second by Stark to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING PROVISIONS PERTAINING TO SOLID WASTE COLLECTION AND RATES THEREOF.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its initial passage.

 

Motion by Hessenius, second by Elwick to approve the modified wording of a contract for solid waste and single stream curbside recycling collection with J & R Sanitation.  A couple changes are to allow a 30 day notice for cancellation of the contract, instead of 15 days, and for the City to give a 48 hour notice if requesting them to attend a Council meeting, instead of 24 hours.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.  A management plan has been drafted.

 

Motion by Stark, second by Elwick to approve pay estimate #6 for the East 3rd Street project.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.  This approves paying $15,248.89 to Dave Schmitt Construction, for reseeding and an additional sub drain tile along the north side of the 800 block.

 

Danny Dvorak stated he has been working on the old East School building.  Windows have been replaced.  He is doing some tuckpointing on the wall that fell.

 

Council discussed a list of streets that need repaired.  They will ask for an update from Administrator Ward when he is back from a conference.

 

Motion by Parr, second by Elwick to pass a RESOLUTION SETTING TIME OF HEARING ON A PROPOSED ORDINANCE TO VACATE A PORTION OF A STREET.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 07-18-01 passed and approved.  The public hearing is set for July 26th at 7:00 pm.

 

Motion by Hesson, second by Stark to set public hearings for the voluntary annexation of land owned by St. Mary Catholic Church and the voluntary annexation of land owned by the Vinton-Shellsburg Community School District for July 26th and 7:00 pm.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Motion by Parr, second by Elwick to authorize the Mayor to execute an objective/policy statement for the DBE program.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried The Mayor declared the motion carried.

 

Motion by Parr, second by Hessenius to approve the disbursement of budgeted LOST funds to the Vinton Community Foundation in the amount of $17,784.  Question:  Ayes – Edwards, Elwick, Hessenius, Parr, Stark.  Abstain – Hesson.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Hesson, second by Elwick to approve the disbursement of budgeted LOST funds to Vinton Unlimited in the amount of $17,784.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Stark.  Abstain – Parr.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Elwick, second by Parr to approve a sidewalk reimbursement for Lee Bendull, 611 A Avenue, in the amount of $500.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Attorney Fischer reported that nuisance property court date is July 26th.

 

The Electric Board of Trustees has approved engagement letters with SmartSource and Keilkopf, checking further into possibly creating a telecommunications utility.

 

Good & Welfare:  Vinton Car Cruise will be Saturday night.
