REGULAR COUNCIL MEETING

JUNE 28, 2018

 

A regular meeting of the City Council of Vinton, Iowa, was held on the 28th day of June, 2018, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa.  Mayor Maynard presided and the roll being called the following Council Members were present and absent:  Present:  Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Absent:  None.

 

The Pledge of Allegiance was recited.

 

Motion by Stark, second by Hessenius to approve the agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Motion by Stark, second by Parr to approve the consent agenda.  Question:  Ayes – All.  The Mayor declared the motion carried.  Items on the consent agenda are to receive and file the council meeting minutes of June 14, 2018, approve invoices in the amount of $99,380.99, approve cigarette/tobacco permits for Ehlinger’s Vinton Express, Fareway, Casey’s General Store, John’s Qwik Stop and Dollar General, and to receive and file the May 2018 building inspector report.

 

Parr reported he attended a VU visionary meeting.

 

Council’s general consensus was to approve a request for the Vinton Car Cruise route on July 14, 2018 and to block off 4th Street in front of the courthouse that afternoon.

 

Council’s general consensus was to approve blocking off 4th Street from 1st Avenue to 2nd Avenue on July 13, 2018 for the firemen’s water ball contest, from around 5:00 pm to 10:00 pm.

 

Dennis Bramow talked about Pink Heals Eastern Iowa.  This is a new chapter of Pink Heals that he and his wife Diana started here in Vinton.  Dave Graybill of Illinois started the charter Pink Heals in 2007.  There are now many chapters in the U.S.  They work to give support to those fighting cancer.  Bramows have a pink fire truck and will be getting a pink police car soon.  Tours and home visits are being planned.

 

Motion by Hesson, second by Elwick to adopt an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING PROVISIONS PERTAINING TO SIDEWALK REGULATIONS, with the additional section stating that if the homeowner is replacing more than 25% of a sidewalk they need to replace all of that sidewalk, if they wish to apply for the rebate.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and that said ordinance had been given its initial passage.

 

Council reviewed a draft ordinance on provisions regulating the operation of utility vehicles.  They want to add a section requiring annual inspections by the police department.  The seating capacity is to match the manufacturer’s recommendation.  Administrator Ward will make minor changes and a new version of this ordinance will be on the next council agenda.

 

Motion by Stark, second by Hesson to approve change order #4 for the West Water Tower Repair and Recoating.  This is to add a railing to the top of the water tower, with a cost of $10,920.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Hesson, second by Elwick to authorize Mayor Maynard to execute the contract between the City of Vinton and J & R Enterprises for the curbside collection of garbage and recycling.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Stark, second by Parr to approve change order #1 for the airport fuel dispenser project to update the automated credit card terminal for a cost of $14,428.00.  Question:  Ayes – Edwards, Hessenius, Hesson, Parr, Stark.  Nays – Elwick.  The Mayor declared the motion carried.  Joe Roenfeldt, Clapsaddle-Garber engineer, explained that support for the current card reader will be phased out within a year.  He also stated that the airport commission recommends this purchase.

 

Jerry Michael, building inspector, is working on nuisance abatements of various properties.  He is pleased with the compliances so far.  He might issue a couple municipal infractions. July 25th has been set for the trial date for the 615 A Avenue nuisance.

 

Administrator Ward has talked with Tionna Pooler, Independent Public Advisors, about sewer rates.  They also talked with Tom Richtsmeier, VMEU General Manager, about financing options for a telecommunications utility.

 

Motion by Stark, second by Hessenius to pass a RESOLUTION TO APPROVE TRANSFERS TO GENERAL FUND.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried and declared RESOLUTION 06-18-10 passed and approved.  This transfers $194,558.64 from FICA and IPERS fund and $357,980.92 from the Employee Benefits fund to the General Fund.

 

Motion by Elwick, second by Parr to approve the purchase of a hot water power washer for the street department from Hotsy Cleaning Systems for $9,755.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Elwick, second by Parr to approve the purchase of a commercial mower for the street department from Kromminga for $7,499.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Hesson, second by Stark to approve a sidewalk reimbursement to Tim Furlong, 814 1st Avenue, for $500.00.  Question:  Ayes – Edwards, Elwick, Hessenius, Hesson, Parr, Stark.  Nays – None.  The Mayor declared the motion carried.

 

Motion by Stark, second by Elwick to send the consideration of vacating East 14th Street to the Planning and Zoning Commission.  Question:  Ayes – All.  The Mayor declared the motion carried.

 

Good & Welfare:  A good Party in the Park was held last weekend.  The library’s beer event will be August 11th.  Pink Heals Eastern Iowa has been started in Vinton thanks to Dennis and Diana Bramow.
