REGULAR COUNCIL MEETING
APRIL 28, 2016

A regular meeting of the City Council of Vinton, Iowa, was held on the 28th day of April, 2016, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided and the roll being called the following Council Members were present and absent: Present: Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Absent: None.

The Pledge of Allegiance was recited.

The Mayor asked to move a request to re-plat two properties to citizens’ input. Motion by Elwick, second by Parmater to approve the amended agenda. Question: Aye – All. The Mayor declared the motion carried.

Motion by Hessenius, second by Parr to approve the consent agenda. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried. Items on the consent agenda are receive and file the Council meeting minutes of April 14, 2016, receive and file the Library Board meeting minutes of March 9, 2016 and to approve the renewal of a class c liquor license for the American Legion.

Council received communications regarding golf carts. They also received a notice of nonrenewal of workers’ compensation insurance from IMWCA.

Nancy and Barry Lefstad requested permission to remove a tree from the public right of way in front of her home at 1401 A Avenue. The tree is not damaged or blighted. They plan to replant 3 trees that will grow taller and look uniform. Motion by Elwick, second by Hessenius to allow Lefstads to take down the tree. Question: Ayes – All. The Mayor declared the motion carried.

Carl Evans requested to re-plat two properties he owns on G Avenue. The northern house actually sits on the property line. Motion by Stark, second by Parr to send this request to the Planning and Zoning Commission. Question: Ayes – All. The Mayor declared the motion carried.

The Mayor announced that now was the time and place set to hold a public hearing on a proposed budget amendment. There were no comments. The Mayor closed the hearing.

Motion by Elwick, second by Hessenius to pass a RESOLUTION AMENDING THE CURRENT BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2016. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 04-16-03 passed and approved.

Motion by Hesson, second by Stark to adopt an ORDINANCE PROVIDING FOR THE VACATION OF AN ALLEY IN VINTON, IOWA. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said ordinance had been given its second consideration.

Motion by Hesson, second by Hessenius to adopt a new CODE OF ORDINANCE CHAPTER 77 GOLF CARTS. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said chapter had been given its second consideration. In this chapter, paragraph 77.02.4 states “Operator” means a person with a valid driver’s license who has attained the age of 18 years and who operates or is in physical control of the cart. Paragraph 77.08.4 states no more than three (3) people may ride in the front seat of a golf cart and no more than two adult people may ride in the back seat of a golf cart, if said seat exists. While in operation any rider must be seated and no part of the body of any rider will extend beyond the sides of the cart.

Motion by Hessenius, second by Parr to pass a RESOLUTION ORDERING CONSTRUCTION OF THE AIRPORT ROTATING BEACON IMPROVEMENTS PROJECT IN THE CITY OF VINTON, IOWA, SETTING PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COST AND DIRECTING PUBLICATION OF NOTICE TO BIDDERS. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 04-16-04 passed and approved. Bids will be accepted until 11:00 a.m. on June 1st. The public hearing is set for June 9th.

Motion by Stark, second by Parr to pass a RESOLUTION ORDERING CONSTRUCTION OF THE AIRPORT RUNWAY 16-34 IMPROVEMENTS PROJECT IN THE CITY OF VINTON, IOWA, SETTING PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COST AND DIRECTING PUBLICATION OF NOTICE TO BIDDERS. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 04-16-05 passed and approved. Bids will be accepted until 11:00 a.m. on June 1st. The public hearing is set for June 9th.

Tionna Pooler, Independent Public Advisors, has been reviewing the financial history of the sewer fund and sewer replacement fund. For long-term planning she is recommending annual reviews and slight annual rate increases. Because of DNR requirements, capital projects to upgrade UV lighting and filters or treatment for copper reduction will be needed. These projects will make it necessary to raise the minimum monthly sewer charge. Pooler will attend a future council meeting.

Motion by Parmater, second by Stark to approve ULV Grizzly sprayer purchase from Clark for $9,458.60. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried. The previously quoted sprayer did not have the features the street department requested. The old sprayer will be traded in for the new one

Motion by Parr, second by Stark to approve auctioning some items from 908 and 910 A Avenue and to approve the demolition of the house at 908 and 910 A Avenue. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried. The City Administrator will seek bids for a safe demolition of the property. The structure is too large and close to other houses to burn.

A new pay schedule for the building inspector was discussed. Councilman Parr suggested restructuring the permit fees. Sharing a building inspector with another community will be considered. Administrator Ward will contact Independence, Urbana and Center Point to see if they are interested in sharing a building inspector. A council work session to discuss this will be set up in the near future.

Mayor Watson left the meeting at 8:30 pm.

Administrator Ward and Chief Paxton have checked on a property at 615 A Avenue.

Motion by Elwick, second by Hessenius to pass a RESOLUTION TO APPROVE TRANSFERS TO GENERAL FUND. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 04-16-06 passed and approved.

Administrator Ward reported VMEU will pay for the LED lighting for the school routes. He and engineer Kass looked at the Mud Creek tributary that effects water drainage near 1203 E 15th Street. The Community Gardens are being set up. AmeriCorps members assisted. A utility shed has been purchased.

Clerk reported the Muffin Monster was delivered to the waste water treatment plant. Approximately 20 students from the Iowa Braille School will receive free airplane rides at the Vinton airport on June 28th. Payment of $14,620 was received for two old police cars.

Good & Welfare: The high school prom is this weekend.
