REGULAR COUNCIL MEETING
OCTOBER 26, 2017
A regular meeting of the City Council of Vinton, Iowa, was held on the 26th day of October,
2017, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided
and the roll being called the following Council Members were present and absent: Present:
Elwick, Hessenius,Hesson, Maynard, Parr, Stark. Absent: None.
The Pledge of Allegiance was recited.
Motion by Elwick, second by Maynard to approve the agenda. Question: Aye – All. The
Mayor declared the motion carried.
Motion by Parr, second by Hessenius to approve the consent agenda. Question: Ayes – All.
The Mayor declared the motion carried. Items on the consent agenda are to receive and file the
Council meeting minutes of October 12, 2017 and to receive and file the Library Board meeting
minutes of July 12, September 13 and October 18, 2017.
Ron Geiger, VFW representative, and Dennis Miller, AmVet representative, requested
permission for the 8th annual Veteran’s Patriotic Christmas parade on November 16th. The
parade is scheduled to start at 6:00 pm. The police department will be asked to escort this
parade. Motion by Parr, second by Hesson to approve the parade requests. Question: Ayes –
All. The Mayor declared the motion carried.
Ken Hanson, 717 E 3rd Street, asked Council to consider paying for part of a retaining wall at
his property because of the new sidewalk, which is part of the E 3rd Street project. They first
envisioned a wall that would be one or two blocks high, but a much taller wall will be necessary.
Hanson was asked to get two local cost estimates for a retaining wall for Council to consider at
their next meeting.
Brett and Dawn Richards, 415 E 3rd Street, said that only a portion of the intersection by their
house was redone and that water still drains toward their property and ponds on the ADA ramp.
The Fehr-Graham engineer will be contacted about this issue.
Motion by Maynard, second by Hessenius to adopt an ORDINANCE PROVIDING FOR THE
MAINTENANCE OF PROPERTY IN THE CITY OF VINTON, AND PROVIDING FOR
PENALTIES FOR VIOLATIONS THEREOF. Question: Ayes – Elwick, Hessenius, Hesson,
Maynard, Parr, Stark. Nays – None. The Mayor declared the motion carried and that said
ordinance had been given its initial passage.
Motion by Hesson, second by Elwick to pass a RESOLUTION PROPOSING DISPOSAL OF
AN INTEREST IN REAL PROPERTY BY SALE AND NOTICE OF PUBLIC HEARING.
Question: Ayes – Elwick, Hessenius, Hesson, Maynard, Parr, Stark. Nays – None. The Mayor
declared the motion carried and declared RESOLUTION 10-17-03 passed and approved. Bids
will be accepted on November 9th for Lot 5 on Q Avenue. The minimum bid required is $1,500.
The buyer will pay all legal, publication and transaction expenses and will be required to build a
single-family dwelling within two years from the date of the deed.
Motion by Stark, second by Maynard to approve the revised pay estimate #3 for the E 3rd
Street project to Dave Schmitt Construction for $602,761.31. Question: Ayes – All. The Mayor
declared the motion carried.
Council received a letter from Fehr-Graham engineer Nate Kass regarding the sidewalk at 701
E 3rd Street. The new sidewalk does meet ADA requirements. Brett Solberg, owner, feels it is
too steep and is a safety issue. It was suggested to have two sidewalk panels made with a more
gradual slope. Council’s general consensus was to ask the engineer to make this change.
Maynard reported that for the Lindsey property at 710 E 3rd Street the sub drain will be
relocated to the alley. More rock will added to this alley. John Merchant was contacted to add
dirt back to the front yard. The street department will monitor this alley and drain.
Motion by Hesson, second by Stark to approve a sidewalk reimbursement for 107 W 9th Street,
owner Andrew Elwick, in the amount of $500. Question: Ayes – Hessenius, Hesson, Maynard,
Parr, Stark. Nays – None. Abstain – Elwick. The Mayor declared the motion carried.
Because of Thanksgiving, the second council meeting in November will be held on Monday,
November 27th.
Administrator Ward reported the he had recently attended a good manager’s conference in
Texas. The Q Avenue gardens will be cleaned up over the next few days. The utility shed will
be relocated from this property to the empty lot by the electric line distribution office.
The Imperial Apartments are scheduled to be demolished in the next few weeks.
Good & Welfare: The Commandant from the Iowa Veterans Home toured Vinton and the
IBSSS campus with Mayor Watson. Congratulations to Chief Paxton and his wife Breann onthe
birth of their new baby boy.
