REGULAR COUNCIL MEETING
JANUARY 28, 2016

A regular meeting of the City Council of Vinton, Iowa, was held on the 28th day of January, 2016, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided and the roll being called the following Council Members were present and absent: Present: Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Absent: None.

The Pledge of Allegiance was recited.

Motion by Elwick, second by Stark to approve the agenda. Question: Aye – All. The Mayor declared the motion carried.

Motion by Stark, second by Hessenius to approve the consent agenda. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried. The consent agenda was to receive and file the council meeting minutes of January 14, 2016.

Stark reported union negotiations are still on going with IBEW. The next meeting is Feb. 2nd.

Parmater reported the watershed management authority is working to get entities to join the 28E agreement.

Scott Barron and Will Ketchen asked Council to consider allowing a game bird business to operate at the old animal shelter. They want to raise pheasant and quail to be used for training hunting dogs. The property is owned by the county, but is within city limits. The general consensus was to send this topic to the planning and zoning commission for their recommendation.

Motion by Hessenius, second by Stark to approve a RESOLUTION TO ACCEPT PROPOSAL FOR AUIDIT OF THE CITY OF VINTON FOR THE YEARS ENDING JUNE 30, 2016, 2017 AND 2018. Question: Ayes – Elwick, Hessenius, Hesson, Parmater, Parr, Stark. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 01-16-04 passed and approved.

Motion by Stark, second by Hessenius to approve a Letter of Understanding between Teamster Local 238 and the City of Vinton. This letter adapts police union contract language to 12 hour shifts. They plan to start the 12 hour shifts on Feb. 15th and will review the new scheduling after three months. Question: Ayes – All. The Mayor declared the motion carried.

The next budget work session for fiscal year 2016-2017 will be held with department heads on February 3rd, starting at 6:00 p.m.

Motion by Parmater, second by Parr to send a request to operate a game bird business at the old animal shelter to the Planning and Zoning Commission. Question: Ayes – All. The Mayor declared the motion carried.
Motion by Elwick, second by Hesson to approve appointing Michael Wayson to the Airport Commission for a six year term. Question: Ayes – All. The Mayor declared the motion carried.

Motion by Parmater, second by Hessenius to approve appointing Cedar Valley Times and Vinton Eagle as the official newspapers for 2016. Question: Ayes – All. The Mayor declared the motion carried.

Mayor Watson reported working on union negotiations.

Administrator Ward reported anticipating a small decrease in health insurance premiums at renewal time and the property and liability insurances should hold steady.

Clerk reported: 1) City received IAMU dividend for $16,725.06. 2) Phone line problem effecting the Jet-A fuel pump, hopefully is fixed now. 3) Receiving inquiries about the part-time position. 4) Senator Grassley will be at City Hall on Feb. 16th.

Chief Paxton reported: 1) Hillary Clinton’s visit went smoothly. 2) Planning a summer fund raising campaign for a K-9 unit. 3) His department is looking into a bike patrol.
