REGULAR COUNCIL MEETING
MAY 11, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 11th day of May, 2023 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Parmater, Pflughaupt, Stark.

Motion by Pflughaupt, seconded by Stark to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Stark to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include receive & file Council meeting minutes of April 27, 2023, receive & file Airport Commission meeting minutes of April 19, 2023, approval of new cigarette/tobacco permit for Pink Clouds Smoke Shop, approval of renewal of cigarette/tobacco permits for Fareway Stores, Kwik Star, Casey’s and Hy-Vee Dollar Fresh and approval of City invoices.

Committee Reports
A work session was held prior the council meeting to discuss employee benefits and review a draft of the personnel policy manual.

New Business
Motion by Gates, seconded by Pflughaupt to approve the request for qualifications for professional services project scoping study for BRIC program. Question: Ayes – Elwick, Gates, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

The Iowa DNR has requested an update to our current floodplain management ordinance. Administrator Ward suggested sending the request to General Government committee for review.

Budd’s lift station on Scenic Drive is failing and in need of repair or replacement. Council directed Superintendent Walker to talk to the City engineer to explore options. The degree of repair will likely be too large to be considered “maintenance” and will require DNR permitting.

Motion by Parmater, seconded by Stark to approve the special events application for Party in the Park, June 15-17, 2023. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve the street closure request for Party in the Park, June 15-17, 2023. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Parmater to approve the request for firework display for Party in the Park, June 16 & 17, 2023. Question: Ayes – all. The Mayor declared the motion carried.

Reports
City Administrator Ward reported Tionna Pooler is evaluating water and sewer rates for possible increases.

Water/Sewer Superintendent Walker reported they are done hauling sludge for the season. Spraying is about complete for the spring also.

Parks & Recreation Director Boggess reported the new Riverside playground equipment is being installed. The Live Healthy Iowa track meet was a great event last. The pool is full and mowing crews are out in the parks.

Good & Welfare
North Benton Ambulance is hosting an open house in honor of EMS week. The open house is Sunday, May 21 from 11am to 2pm at the Ambulance Garage on West 4th Street.

With no other business before the Council, motion by Gates, second by Pflughaupt to adjourn. Approved unanimously.
