REGULAR MEETING
MARCH 24, 2022

The City Council of the City of Vinton, Iowa met in regular session on Thursday, March 24, 2022 at 7:00pm in Council Chambers of City Hall, 110 W 3rd Street with the following members in attendance:

Present: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark
Absent: None

Motion by Stark, second by Gates to approve the agenda as presented. Approved unanimously.

Motion by Gates, second by Bearbower to approve the consent agenda as presented. Approved unanimously. Items on the consent agenda are to receive & file Council meeting minutes of March 10, 2022, receive & file Airport meeting minutes of March 16, 2022, approval of class B beer permit for Benton County Agricultural Society and approval of City invoices.

Communications, Petitions & Remonstrances – Mayor Maynard received written letters from Daniel Dismore & Ryan Cummings regarding trash pickup.

Committee Reports
The general government committee met prior to the council meeting to discuss the proposed development of the Remington Seed building and surrounding area. The property owner will discuss ideas with Benton Development Group.

Citizens Input
Josh Robinson, 508 South 8th Avenue spoke to the council on sewer issues at his property for the last 5-6 years. Roto Rooter comes to jet the lines twice a year. Robinson is asking if council would consider extending the main in front of his property. Public works committee will schedule a meeting to discuss.

Brandt Dickinson, Garrison, is working on his Eagle Scout project and would like to conduct a controlled burn of the property between the football fields and baseball fields. Dickinson has spoken with the Fire Chief.

New Business
Mayor Maynard opened the public hearing on the proposed budget for the fiscal year ending June 30, 2023. The tax levy will increase from $17.15 to $17.17 as a result of the debt service for the 2021 street projects. After no additional comments, Maynard closed the public hearing.

Motion by Hessenius, second by Stark to approve the resolution adopting budget for fiscal year ending June 30, 2023. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Mayor Maynard opened the public hearing on the Anderson Park Courts project. After no comments, Maynard closed the public hearing.

Motion by Elwick, second by Stark to award the bid for Anderson Park Courts project to Tschiggfrie
Excavating in the amount of $132,663.20. The project is expected to be finished this summer.

Motion by Gates, second by Stark to approve a resolution approving parcel E plat of survey part of lot 16- Anderson Creek Estates First Addition to the City of Vinton, Iowa. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. Planning & Zoning is recommending approval. This would be approximately 0.04 acres for the right of way alignment.

Motion by Stark, second by Pflughaupt to approve a resolution approving plat: Mary Ingalls Subdivision. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. Planning & Zoning is recommending approval. Location of utility infrastructure is still to be determined. A work session needs to be scheduled to discuss minimum improvements per the developer agreement.

Motion by Pflughaupt, second by Stark to approve the quote from Electronic Engineering for Recreation Center security system in the amount of $9,954.00. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Gates, second by Stark to approve the quote from Electronic Engineering for pool security system in the amount of $3,927.00. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Elwick, second by Stark to approve the quote from Quality Pump & Control for lift station pumps. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The pumps in the quote are identical to what is currently in place and will act as spares.

Motion by Gates, second by Pflughaupt to approve the quote from BDS Equipment for a soil conditioner. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The equipment will be shared between the departments.

Motion by Gates, second by Elwick to approve the quote from Winsor Concrete Designs for the Vinton Memorial Airport. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. The Iowa DOT grant supported the replacement of the hanger doors with the concrete floors still to be installed. Leftover grant funds would cover the concrete quotes.

Motion by Stark, second by Pflughaupt to approve the annual service proposal and contract for Whelen outdoor warning sirens. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark.

Motion by Gates, second by Stark to approve the request for a septic system in Noren Subdivision. Approved by the following votes: Bearbower, Elwick, Gates, Hessenius, Pflughaupt, Stark. A single-family home is going to be built on the lot and the lot is located over two hundred feet from the nearest sanitary sewer main. Per City ordinance, a private septic system may be installed in this situation.

Motion by Stark, second by Gates to approve the street closure request for Farmers Market. Approved unanimously. The closure will impact East 2nd Street between 1st Avenue and A Avenue from 4:15-7:15pm on Thursday’s starting June 2nd and ending August 25, 2022.

Motion by Stark, second by Bearbower to approve the special event application for Ron da Voo for April 2, 2022. Approved unanimously. The event will take place on 1st Avenue from 5th Street to 4th Street on April 2, 2022 from Noon to 4pm.

Reports
City Administrator Ward reported the insurance renewal has been received for the City’s liability and property insurance. Two applications have been received for the CDBG homebuyer assistance program.

Water/Wastewater Superintendent Walker reported the 2nd gearbox will be installed next week. Crews will be flushing hydrants the week of April 4.

Police Chief Paxton reported two officers are currently at the academy. Testing for the last fulltime position is scheduled for this weekend.

Parks & Recreation Director Boggess reported the department is fully staffed for the summer with the exception of the parks crews. Boggess requested a work session with council to discuss food trucks.

Good & Welfare
The Fire Department Fish Fry is this Friday! If you are able, please come out to support the fire department!

With no other business before the council, motion by Gates, second by Pflughaupt to adjourn the meeting. Approved unanimously.
