REGULAR COUNCIL MEETING
MARCH 9, 2023

A regular meeting of the City Council of Vinton, Iowa was held on the 9th day of March, 2023 at 7:00pm in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Gates, Hessenius, Pflughaupt, Stark.

Mayor Maynard administered the oath of office to Tyler Annis, Police Officer.

Motion by Stark, seconded by Hessenius to appoint Zach Parmater to the 3rd ward council seat. Question: Ayes – Elwick, Gates, Hessenius, Pflughaupt, Stark. The Mayor declared the motion carried. Maynard administered the oath of office to Parmater. Parmater will hold the seat until the regular scheduled November election.

Motion by Pflughaupt, seconded by Gates to approve the agenda as presented. Question: Ayes – all. The Mayor declared the motion carried.

Motion by Gates, seconded by Stark to approve the consent agenda. Question: Ayes – all. The Mayor declared the motion carried. Items on the consent agenda include to receive & file Council meeting minutes of February 23, 2023, receive & file 2022 water loss report and approval of City invoices.

Committee Reports
A public works committee meeting was held prior to the council meeting. The committee is recommending an ordinance be drafted requiring the installation of expansion tanks. City staff will also work to provide the Wilden family with a curb elevation for construction of their new home on West 4th Street.

Old Business
Motion by Stark, seconded by Pflughaupt to approve the first consideration of Ordinance 1080 – an ordinance adding a new subsection regarding no parking zones. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried. This will eliminate parking on the sewer plant road near Marv Lindsey baseball complex.

Motion by Pflughaupt, seconded by Gates to approve the donation agreement between the City of Vinton, Iowa and Wells Fargo: 305 East 5th Street, Vinton, Iowa. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

New Business
Motion by Pflughaupt, seconded by Elwick to approve a resolution ordering construction of the rehabilitate runway 09/27 improvements project at the Vinton Veterans Memorial Airport in Vinton, Iowa, setting public hearing on proposed plans, specifications, form of contract and estimated cost. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried. The public hearing will be held April 13, 2023.

Motion by Stark, seconded by Pflughaupt to approve a resolution authorizing a tuition scholarship application for the Iowa Municipal Professionals Institute. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Pflughaupt, seconded by Gates to approve a resolution to approve the transfer of funds from the General Fund to the Library Fund. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Stark, seconded by Gates to approve a resolution to approve disbursement of hotel/motel tax proceeds to VU. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Gates, seconded by Pflughaupt to approve the professional services agreement for Mud Creek Bridge replacement. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Motion by Elwick, seconded by Pflughaupt to approve the purchase of an air compressor for the Sewer Department from Compressed Air. Question: Ayes – Elwick, Gates, Hessenius, Parmater, Pflughaupt, Stark. The Mayor declared the motion carried.

Jimmy Hobart joined via Zoom to request approval to sell commercial lots #35 and #36 on the Braille School property. More information was needed for council. Council will discuss at a future meeting.

Motion by Gates, seconded by Pflughaupt to approve the special events application for Benton County Speedway Car Show on April 1, 2023. Approved unanimously.

Reports
City Administrator Ward reported a meeting is scheduled for police union negotiations for Monday, March 13 at 5:00pm. The next budget FY24 work session is scheduled for Monday, March 20 beginning at 5:30pm. Benton County Engineer indicated the county would help fund West 1st Street only if special assessments are given to all property owners along the project.

Water/Sewer Superintendent Walker reported water lines are being inventoried.

Parks & Recreation Director Boggess reported the new Riverside playground equipment has been delivered. Installation is planned for April. Hiring of summer staff is wrapping up.

With no other business before the Council, motion by Gates, second by Pflughaupt to adjourn. Approved unanimously.
