COUNCIL MEETING
MAY 23, 2024

A regular meeting of the City Council of Vinton, Iowa was held on the 23rd day of May 2024 in the City Hall Council Chambers, Vinton, Iowa. Mayor Maynard presided and the roll being called the following members were present: Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood.

Motion by Pflughaupt, seconded by Parmater to approve the agenda as presented. Question: Ayes – all. Motion carried.

Motion by Parmater, seconded by Elwick to approve the consent agendas as presented. Question: Ayes – all. Motion carried. Items on the consent agenda include receive & file Council meeting minutes of May 9, 2024, receive & file Library board meeting minutes of April 10, 2024, receive & file Parks and Recreation meeting minutes of May 9, 2024, approval of Class C retail alcohol license for American Legion, approval of special class C retail alcohol license for JJ Promotions (pending dramshop review), approval of renewal of cigarette/tobacco permits for Fareway Stores, Ehlinger’s Vinton Express and approval of City invoices.

Communications, Petitions or Remonstrances
Tom Boeckmann submitted his resignation from the Vinton Airport Commission effective July 1, 2024.

Citizens Input
Patrick Horst, owner of Horst Physical Therapy was present to request several designated parking spaces for his patients as well as possibly creation of new disabled persons parking spots. The public safety committee will meet to discuss Horst’s request.

Old Business
Motion by Parmater, seconded by Hessenius to approve the second consideration of ordinance 1100 – an ordinance amending provisions pertaining to snow removal. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

New Business
Maynard opened the public hearing for the FY24 budget amendment. After no comments, Maynard closed the hearing.

Motion by Stark-Mahood, seconded by Pflughaupt to approve a resolution amending the current budget for the fiscal year ending June 30, 2024. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried.

Motion by Parmater, seconded by Hessenius to approve a resolution authorizing an extension of the purchase agreement related to property at 305 E 5th Street. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. The extension will provide for an additional six months to complete the necessary work.

Motion by Recker, seconded by Pflughaupt to approve the vending machine waiver for McBride Mobile Taps. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. An identical waiver was signed one year ago. The waiver is needed for the Iowa ABD.

Motion by Pflughaupt, seconded by Recker to approve an amendment request for time extension on BRIC Detention Scoping Project. Question: Ayes – Elwick, Hessenius, Parmater, Pflughaupt, Recker, Stark-Mahood. Motion carried. The new deadline for submission is July 14, 2024.

The Handbook Committee presented several requests for changes to the employee handbook to be effective with the new fiscal year. Changes included additional background checks, CDL reimbursement and sick leave at retirement. Mayor Maynard wants to have a department head meeting before the changes are approved. No action was taken.

Reports
City Administrator Ward reported the AC unit on the police side of the building quit working and is beyond repair. The board for the Marv Lindsey baseball complex is hoping to have a meeting with the Council about septic and water issues at the complex.

Scott Meyer, Street Superintendent reported the department is getting ready for seal coating. There is a field tile on E Street that has broken and is impacting the roadway.

Craig Walker, Water/Wastewater Superintendent reported work continues on well #5. The antennas on the water tower are working finally.

Melissa Schwan, City Clerk reported employees are working through enrollment changes for insurance for July 1. The City Hall Custodian position is open.

With no other business before the Council, motion by Pflughaupt, seconded by Hessenius to adjourn. Unanimously approved. Time: 7:50pm.
